Verantwortlich:

Two Kosovo ex-Culture Ministers Charged
The District Prosecution in Pristina has charged two ex-culture ministers with giving illegal contracts to two filmmakers and damaging the budget to the tune of 390,000 euro.

The two former ministers, Astrit Haraqija and Valton Beqiri, who served as ministers for the Democratic League of Kosovo, LDK, were charged on Friday with concluding illegal contracts with two film production houses, Concordia Pictures and Morina Pictures.
The Prosecution also filed charged against the two owners of the companies, Armond Morina and Nehat Fejza.
The indictment says that while Haraqija was a minister from 2004 to 2007 he committed two “abuses of his official position and violations of power” by signing a contract to Concordia Pictures worth 188,000 euro without a tender.
Officials may sign deals with tenders only up to an amount of 9,999 euros. There has to be a tender procedure for any contracts worth more than that amount.
The second contract, signed with Morina Pictures, was worth 100,000 euro, the Chief Prosecutors Office said.
Beqiri is suspected of “abusing his official position and authorities” by signing an annex to the contract with Morina Pictures worth another 100,000 euro.
The indictment says that this happened “although he [Beqiri] knew the contract signed by his predecessor [Haraqija] was illegal.”
Both former ministers, according to Kosovo’s criminal and penal code, could face jail terms of up to eight years if found guilty.
