Vom Drogen bis zum Treibstoff Schmuggel: Das Verbrecher Netzwerk der Familie Gjoke Uledaj in Albanien

Das Klientel der PD Mafia, direkt vom Zoll und dem uralten Mafia Boss Ridvan Bode, Zoll frei gestellt waren, bzw. alle Waren Lieferungen passieren liessen, nach einer festen Liste, ist durch Insider ebenso gut bekannt gewesen. Der Zoll Direktor von Lezhe, der an diesem Verbrecher Kartell beteiligt war, wurde suspendiert.  Gjoke Uledaj, ist direkt in den Gross Drogen Schmuggel ebenso eingebunden, über seinen im Süd Sudan erschossenen Partner: Anton Stanaj, der Partner des Super Drogen Bosses: Darko Saric ist. Partner die Russen Mafia: Lukoil, deren Tankstellen man direkt in Montenegro, zur Albanischen Grenze findet und deshalb ist man Partner der Deutschen Lobbyisten ebenso. Firmen in Albanien und Geldwäsche von Lukoil und Gazprom in Albanien! Unterwegs vom Schmuggler Hafen: Porto Romana, zu den Geldwäsche Tankstellen in Durres, ein Roksped Tank LKW, in Durres - Spitale! Treibstoff LKW der Firma Roksped (auch VW-Audi Vertretung)” in Durres, welche zum Mafia Clan Stanaj gehört, welche Lukoil Verträge hat und Lukoil Tankstellen in Montenegro. 8,4 Millionen € Geldbusse, wurden von der Zoll Direktion ausgesprochen. Der Top Geschäftsmann: Anton Stanaj, wurde im Sudan hingerichtet. Der Zoll Direktor von Morine: Ali Tota wurde entlassen Noch peinlicher wird die Sache, das der primitive Gangster Gjoke Uledaj, ebenso trotz mehrfacher Aufforderung seinen gesetzlichen Auflagen bei der ILDKP, keine Vermoegens Angabe gemacht hat und nun ein Bussgeld erhalten hat.

Kommentar: es zeigt, wie sinnlos Gesetze in Albanien sind, wenn man Partner der Deutschen Lobby Banditen des Wirtschafts Vereins DAW ist, welche man benötigt, für die Netzwerke, aus Betrug, Drogen Handel und Geldwäsche. Wenn diese Gelder in Maschinen, Fahrzeuge in Deutschland investiert werden, verkaufen die Lobbyisten das als Erfolg Modell. Bei der Visa Beschaffung, im Tausender Paket, waren die DAW Banditen des Herrn Müller und Co. ganz vorne weg, um Drogen Netzwerke aufzubauen, wie es in den Akten rund um den Visa Skandal heisst.


Wahrscheinlich hat Gjoke Uledaj vergessen, denn die Hirnlosen sind auf dem Stand von 3 jaehrigen Kindern, welche Fremd Sprachen lernen, aber Alles schnell vergessen. Genau diese Oeltank sind fuer Umwelt Skandale gut bekannt, und wurden illegal errichtet in einem besonderen Lagunen Umwelt Gebiet, was bei solchen billigen Banditen nicht verwundern sollte, welche keine Bildung haben. Die Zoll Gebühren werden nicht bezahlt, sondern ein kleiner Teil dient der Finanzierung, einer der Mafia Parteien. Ein besonders wichtiger Partner des Deutschen Mafia Lobby Wirtschafts Kartelles vor Ort, der Skhoder-Tropoje Mafia:
nur ein billiger Gangster und nicht mehr: der sogenannte Professor Dr. Gjoke Uledaj. Die Firma wird von dem Bruder Tonin Uledaj Tonin Uldedaj, geleitet, wie es Standard ist. Die neue Zoll Chefin Elisa Spiropali, beschlagnahmt fuer 4 Millionen $, geschmuggelten Treibstoff von 4.400 Tonnen Treibstoff, durch das Tropoje Mafia Kartell des Ex-Abgeordneten und PD Vorsitzender in SkhoderGjoke Uledaj (Mitglied der Albanischen Muell Halde, der 10.000 Professoren und 1 Millionen Doktoren), der direkt in Betrugs Projekte wie die Muell Entsorgung ueber eine Deutsche Firma in Bushati ebenso verwickelt ist, und als Partner der Betrugs Ganoven der Deutschen Wirtschafts Lobbyisten aktiv ist und war, inklusive Mega grossen Grundstuecks Betrug, wo er neut die selben Deutschen als Langzeit Ganoven in Albanien bis zum Visa Skandal und Aufbau Betrug u.a. mit 8 Kommunalen Experten aktiv sind. Die Albanischen Industrie und Handels Kammern, wie Wirtschafts, oder Sport Vereine sind ein Hort von Verbrechern, auch rund um den Drogen Schmuggel. Gjok Uledaj, war dann auch mal schnell selbst ernannter Praesident der Industrie- und Handelskammer, mit Hilfe von Deutschen, wo Zeit gleich Nikollin Jaka, auch noch gewaehlter Praesident war und bei der IKH Muenchen auch als Praesident in 2011 auftrat, und es bis heute noch ist. The General Customs Directory declared that they have discovered a flagrant case of maxi-smuggling of gas in Lezha. The Customs say through a press release that specialized structures of the General Directory discovered that Ada Petrol Company has brought 4400 tons of gasoil in the market illegally. The oil has been leaded by the customs authorities in Shengjin, owned by Ada Petrol. But the company says that they have brought it legally in the market, causing a 4 million USD damage. Viel Geld haben Griechische Migranten verloren, aber ebenso Migranten in Italien, wenn sie in die Schrott Immobilien der Albaner Mafia investierten, die praktisch alle illegal gebaut wurden. Viele müssen nun auf den Cannabis Handel umsteigen, der 20 Tonnen nach Griechenland und Italien pro Jahr beträgt. Viele sind heute gezwungen, nachdem auch mit Internet Shops, kein Geld mehr zuverdienen ist (pro Stunde nur noch 60 LEK = 0,35 €) was einen real Preis Verfall auf nur noch 30% der vor 2 Jahren erzielbaren Einnahmen darstellt. Viele versuchen es mit Landwirtschaft, haben auch sehr gute Ideen, wie Kirsch Bäume , aber erzielen kann man nur max. 50 LEK pro Kilo, weil der Absatz Markt fehlt. Also versuchen es Viele erneut mit Cannabis, mehr Albaner denn je. In Lazarate wurden in den letzten Tagen 170 einfache Leute festgenommen, 21 wichtige Personen werden per Haft Befehl gesucht und über 80 Fahrzeuge wurden gestoppt, mit verdunkelten Fensterscheiben, was schon seit 1998 verboten ist. Sie erhielten hohe Bussgelder. Besonders peinlich ist die Vernichtung des Tourismus, Antiker Stätten in Albanien, was eine Welt Premiere der Idiotie ist, wo 100.000 Arbeitsplätze ebenso verloren gingen. Greek Crisis Pushes Albanian Returnees into Drug Trade
As economic turmoil in Greece leaves many poor Albanians in the country jobless, some of those returning home are being drawn into the cannabis trade centred on a notorious village.

Albanians who made a living through working as migrants in Greece are having to return home. Hard data are hard to come by, but anecdotal evidence suggests that the crisis in Greece has left large number of Albanian migrants unemployed, and illegal migrants who travel on yearly basis to Greece in search of seasonal work are hit hardest.

“It’s very bad out there,” said 40-year-old Albert Kupe, who just returned from a two-month stay in Greece. “Most [Albanian migrants] are barely making ends meet, but it’s hard for them to come back because they have their kids in school or sometimes mortgages to pay,” he added. 

Kupe, who is from the village of Lavdar in the region of Korca, in past years has made the illegal journey across the border a dozen times. But, during his last trip, work was hard to come by, he said.   

Sokol Kreli, a 35-year-old who had spent years working as a labourer in Greek olive plantations agrees. “I spent a month going from village to village, knocking door to door in search of work but could not find a day’s work,” he said, standing in the labour market outside the city of Gjirokastra, on the highway that links Albania with Greece.

Although Albania’s economy has been badly hit by the Greek crisis, some sectors defy the downturn. 

The cannabis plantations growing in a nearby village are flourishing, for example, and their owners seem determined to resist both the crisis and the actions of the local police.  

Labour intensive work, growing cannabis is drawing dozens of former migrants into the drugs business, prompting local authorities to take action.

Ever since the financial crisis began in 2008 Albania has feared a mass influx of returning, unemployed migrants.

As yet, while many have come back, the country has not been inundated with returnees. 

For many, the dire situation in Greece, where an estimated 650,000 Albanian migrants live, is still preferable to life back at home. 

Meanwhile, those coming back have few chances of finding a regular job in the undeveloped local economy.  

A report released recently by European Bank for Reconstruction and Development report predicts that the eurozone crisis will buffet all the Balkan economies, slowing growth in 2012.

The bank notes that although Albania’s economy continued to grow faster than other countries in the region in 2011, it experienced a slowdown in the second half of 2011 and early 2012, largely due to the weak performance of its key EU neighbours, Greece and Italy.

Mustafa Devolli, head of the Chamber of Commerce in Gjirokastra, said the city’s economy was suffering on account of the close trade and investment ties with Greece. 

“Because our economy is intertwined with Greece’s, five manufacturing plants have shut down over the past year, sending nearly 400 workers home,” he recalled.

“This was due to a lack of orders from Greece and the inability of Greek contractors to pay their invoices,” Devolli added. 

“The domino effect of this slump in manufacturing and exports has also been felt by other sectors like construction and the service industry, which also have seen demand by consumers fall,” he continued.

Meanwhile, set on the edge of a mountain side, just outside Gjirokastra, the village of Lazarat is known as Albania’s drug capital, remains famous for its cannabis and lawlessness.  

Stationed at a roadblock on the only road leading into the village, police have not entered Lazarat since 2007, when a Special Forces unit killed a 27-year-old man from the village wanted for a kidnapping.

In response, the villagers attacked and burned the police station in nearby Gjirokastra. The Special Forces returned from Tirana to restore order in the village but no police officer has entered since then.

Three years earlier, “Lazos,” as the villagers are often called, shot at an Italian helicopter as it flew over their cannabis fields.

While Gjirokastra’s lawful economy is in a slump due to the crisis in Greece, the Lazos’ illegal trade in cannabis is flourishing.  

In the last six months alone, police in Gjirokastra have sequestered 2.4 tones of cannabis grown in the village, while they have seized at least five times more at border crossings.

Viewing themselves as gentleman farmers and enriched from their illegal trade, few Lazos wish to work, making them increasingly dependent on outsiders to farm their fields.  

On the same day that Albert and Sokol spoke to Balkan Insight, a half-dozen white vans from Lazarat came and collected workers from the labour market. 

Both Albert and Sokol denied having ever worked in the cannabis fields, but local officials, who preferred to remain anonymous told Balkan Insight that most of the migrants picked up in the vans ended up tending the plants. 

The police, who dare not enter the village for fear of an armed confrontation with the villagers, usually spend the better part of each summer stopping water trucks headed to Lazarat, seizing any cannabis shipments they see coming out. 

In a change of tactics they are now detaining migrant laborers too. 

In the last week police from Gjirokastra detained nearly 150 workers headed to Lazarat, as the planting season for the narcotic reached its peak.  

On Sunday the head of Albania’s police, Hysni Burgaj, said that with the help of Italian helicopters the fields in Lazarat will be monitored from the air.

The Gjoka Supermarket is the main center for the trafficking of drugs that comes from Turkey and Macedonia and the supply base for many criminal groups in Durres and Tirana and also the location where the cars that will be traveling to Italy and carrying drugs are supplied. He is also engaged in settling jobs for Dashi as far as the drug and women traffic goes, being a key figure. Artan, together with his Dashi’s older brother, Nazmi (called Nexhi) make the rules by smuggling merchandise from the Durres Port, both have been members of the Voting Center commission no.1402 for Mr. Olldashi.
Other friendly relationships of Gjoka are Hekuran Hoxha (Roni) and Fundim Dedja, both sentenced in Italy and other countries, for drug trafficking aimed at the Italian territory. Currently Gjoka is the head of the area Xhafzotaj Commune-Shikaj and even more, where all drug traffickers are supplied only by him. Strong evidence suggests that he has an arsenal of sophisticated weapons in his residence and a high security vault containing millions of Euros in Cash. It must be noted that Gjoka’s drugs goes through the port of Durres and Vlora and almost each cargo that is stopped in Italy is Gjoka’s and all the arrested men are his as well.

KOSOVO marked the third anniversary of its independence on February 17th in sombre mood. Now their reputations are in tatters. First came allegations of fraud in last December’s elections, which angered its strongest supporter, the United States. Soon afterwards, a report produced by Dick Marty, a Swiss politician and former prosecutor, made lurid claims about the involvement of Kosovo's leadership in organised crime. In the last few days two new documents [PDF: download site] have come to light that appear to bolster the most nightmarish of those allegations. First, a disclaimer. In Balkan politics, the dictum, “if you are not with us, you are against us” usually applies. Some readers have attacked this blog simply for reporting on the Marty affair. As a fog of confusion, claims and counter-claims swirls over the allegations laid against Kosovo's leaders, we lay out here what is already known about the issue, and what is new. The allegations Last December, Mr Marty delivered a report to the Council of Europe that alleged that Hashim Thaçi, who has just begun a second term as Kosovo's prime minister, was close to people who, after the 1999 Kosovo war, had kidnapped some 500 Serbs, Albanians and others, all of whom were eventually killed. Some of them, the report claimed, were murdered so that their organs could be harvested and sold. Mr Thaçi has vigorously denied the claims. Mr Marty's allegations were not new. Their first public outing was in a 2008 book by Carla Del Ponte, the former prosecutor of the UN war crimes tribunal for the former Yugoslavia in The Hague (ICTY), and Chuck Sudetic, a former ICTY analyst. Now, however, documents have been leaked to the Serbian press that appear to strengthen Mr Marty’s claims. They contain transcripts of original interviews with witnesses gathered by a key source known to me and handed over confidentially in 2003 to the then UN administration in Kosovo (UNMIK). The witnesses in the documents are quoted as saying they believed kidnapped Serbs and others had been killed for their organs. At the time there was no corroboration for these claims. But they did inspire UNMIK investigators and a team from the ICTY to visit, in February 2004, the now-infamous “yellow house” in rural north Albania, near the town of Burrel, where the witnesses said the killings had taken place. A forensic report [PDF: download site] produced by UNMIK says that the team found traces of blood at the yellow house, but that these did not constitute “conclusive evidence” of criminal acts. Neither ICTY nor UNMIK undertook a search for bodies, and no full criminal investigation was ever undertaken. Yet the traces, as well as medical paraphernalia found outside the house, could have been considered to be corroborative physical evidence of the claims made in the witness statements we now know about. Why did UNMIK shelve the case? Political expediency, basically. It had to work with the men implicated by the witnesses on a daily basis. The implications of what a criminal investigation might uncover horrified those in the UN charged with building a modern and stable administration in the post-war territory. As for the ICTY, its prosecutors concluded that, even if crimes had been committed, they were beyond their jurisdiction because the had taken place after the Kosovo war had ended. Several years later, in a mysterious and embarrassing move for which it has never been properly taken to task, the ICTY destroyed the physical evidence collected at the yellow house. Had it been kept it might have yielded the DNA samples critical for a full criminal investigation. As Mr Sudetic notes, because neither UNMIK nor the ICTY pursued the case, they were able to claim that they had no evidence to support the allegations. This was not, however, the case for Mr Marty, who conducted a much more thorough investigation. Albanians and others say that Mr Marty was opposed to Kosovo’s declaration of independence, and claim his report is part of a campaign to smear the new state. Mr Marty has also been attacked for not revealing details about his sources. He says their lives would be in danger if their identities were known. How convenient, retort the sceptics. The new evidence But the new documents will dismay Mr Marty's critics. They make for sickening reading about what happened in Albania after the war (although it is important to acknowledge that the claims they contain have never been tested by a proper criminal investigation). They also include details of the witnesses' identities, although not their names. The first document is dated October 30th 2003. It is an internal ICTY text containing an annex with the witness statements gathered by the external source that had been sent to it by UNMIK. The second, dated December 12th 2003, is from the director of UNMIK's department of justice. A summary of the witness statements in the first document states that between June and October 1999, 100-300 people, mostly Serb men, were abducted and taken to Albania. Between 24 and 100 of them were then taken to secondary detention centres, from where they were moved again to a “makeshift clinic” where “medical equipment and personnel were used to extract body organs from the captives, who then died.” The organs were then taken to Tirana airport and flown to Turkey and other destinations. The document states that the witnesses were all ethnic Albanians who had served in the Kosovo Liberation Army (KLA). Four of them had been involved in the transport of at least 90 Serbs to central and northern Albania. Three of them delivered captives to the “house/clinic” near Burrel (the yellow house), the document states, two of them said they had helped dispose of human remains near the house, and one said he delivered body parts to Tirana airport. The document also notes that none of the sources claimed to have witnessed the medical procedures. But they all claim that the operations and the transport of body parts took place with at least the knowledge, and in some cases the active involvement, of mid- to senior-level KLA officers. At one point, the document quotes the sources as saying that: "The operation was supported by men with links to Albanian secret police operatives of the former government of Salih Berisha." Mr Berisha is, again, Albania's prime minister today. The names Significantly, the new documents do not mention Mr Thaçi's name. But they mention Ramush Haradinaj and his brother Daut. Mr Haradinaj is a former KLA commander and prime minister of Kosovo. In 2008 he was acquitted of war crimes by the ICTY, but he is now being retried on some counts after the prosecution successfully alleged witness intimidation. Im ärmsten postsozialistischen Land Europas tobt ein erbitterter Machtkampf der Wendehälse.
Noch bin ich fit und kerngesund", beteuerte der Mann in schwarzer Robe erregt gestikulierend. "Sollte ich demnächst plötzlich sterben, dann fragt den Präsidenten Berisha, wie das geschah."
Albaniens ranghöchster Jurist Zef Brozi, Vorsitzender des Kassationsgerichts in Tirana, redete sich so richtig in Rage. Am Morgen, so empörte er sich vor eilends zusammengerufenen Journalisten, habe eine Polizistenmeute sein Gericht umstellt, Personal am Betreten des Gebäudes gehindert, Richter mißhandelt, einen Kollegen gekidnappt und sich auch noch an ihm selbst vergriffen, als er gegen diese Übergriffe einschreiten wollte. "So etwas", entrüstete sich der oberste Hüter des Gesetzes, "haben wir hier nicht einmal zu Enver Hodschas Zeiten erlebt." Die Erinnerung an die zäheste stalinistische Diktatur in Osteuropa - aus deren Stall übrigens beide Kontrahenten kommen - war in der zweiten Septemberwoche ein Höhepunkt im Konflikt zwischen Staats- und dritter Gewalt in jenem postsozialistischen Land, das als letztes den Weg zur Demokratie gefunden hatte. Dabei geht es nur vordergründig um eine Auseinandersetzung zwischen Exekutive und Justiz. In Wahrheit ist es ein Kampf um die Macht im Staat. Präsident Sali Berisha, 51, als privilegierter Stipendiat des alten Regimes in Paris zum Mediziner ausgebildet und bis zum Leibarzt des Diktators aufgestiegen, hatte sich nach dem ersten Aufmucken von Dissidenten 1990 zum quicken Wendehals gemausert, der den Kommunismus fortan eine "schwere Krankheit" nannte. 1992 erzielte er in seinem Wahlkreis Kavaje für die von ihm geführte Demokratische Partei ein an alten Brauch erinnerndes Ergebnis von 98 Prozent. Das Parlament wählte ihn zum ersten Präsidenten des demokratischen Albanien. Auf seinen Vorschlag ernannte die Volksvertretung auch den ihm aus gemeinsamen Uni-Zeiten bekannten Juraprofessor Zef Brozi zum Vorsitzenden des Kassationsgerichts. Zum Bruch zwischen den beiden Aufsteigern kam es, als Berisha im Vorjahr eine auf seine Person maßgeschneiderte Verfassung durchdrücken wollte. Der Entwurf konzentrierte die Macht beim Präsidenten, stärkte die Polizeibefugnisse und sah sogar den Einsatz der Armee bei inneren Konflikten vor. Da im Parlament die dafür notwendige Mehrheit nicht zu erreichen war, wollte Berisha sein Werk per Volksabstimmung absegnen lassen. Das brachte nicht nur die von den Wende-Sozialisten geführte Opposition gegen den sich immer autoritärer gebärdenden Staatschef auf. Auch Oberrichter Brozi verdammte den "Verfassungsputsch". Gegen alle Erwartungen verlor Berisha die Volksabstimmung: 54 Prozent der Wähler lehnten den Entwurf ab. Brozi sorgte für weitere Niederlagen des Staatschefs. Er nutzte ein neues Strafrecht, um verurteilte Politiker des alten Regimes vorzeitig aus der Haft zu entlassen, darunter Albaniens letzten KP-Chef und Präsidenten Ramiz Alia. Als abzusehen war, daß auch Ex-Premier Fatos Nano freikommen könnte, der 1994 in einem umstrittenen Verfahren wegen Korruption zu zwölf Jahren verurteilt worden war, setzte die Kampagne gegen den widerborstigen Richter ein. Denn der zum Märtyrer hochstilisierte Nano hätte gute Aussichten, mit seinen Sozialisten die Wahlen im nächsten Jahr zu gewinnen - angesichts des Elends im Lande, das am Tropf karger Auslandshilfe hängt und ansonsten vom Schmuggel lebt: Waren aus Griechenland, Benzin nach Rest-Jugoslawien, Flüchtlinge nach Italien. Unter allen Umständen will der Präsident verhindern, die Macht dann mit einer ihm feindlich gesinnten Regierung zu teilen. Richter Brozi wurde kommunistischer Umtriebe beschuldigt; drei seiner Kollegen setzte der Justizminister wegen ehemaliger Dienste für die Sigurimi, Albaniens Stasi, ab. Das wiederum prangerte der Oberrichter als Gesetzesbruch an, forderte den Rücktritt des Ministers und warf Berisha "Willkürherrschaft" vor. In den bis Mitte September zum "offenen Krieg" (Gazeta Shqiptare) verschärften Konflikt wurden auch Diplomaten hineingezogen. Von der Opposition um Hilfe gegen die "Belagerung" des Kassationsgerichts gebeten, schoben die Ausländer nächtens vor Brozis Haus Wache, um seine Verhaftung zu verhindern. Auch der US-Botschafter setzte sich für den Richter ein. Das war besonders peinlich für den Präsidenten, da der vergangene Woche zum Staatsbesuch nach Washington flog, um - im Austausch für Stützpunktrechte der US-Luftwaffe im Bosnien-Einsatz - mehr Wirtschaftshilfe zu erbitten. Geheimdienstagenten überwachen den rebellischen Richter weiter rund um die Uhr. Als Brozi seine Warnung vor Gefahr für Leib und Leben aussprach, lauerten die Spitzel mit Richtmikrofonen und Videokameras in einem hellen Opel vor dem Haus. Y

Noch ein OSCE Skandal: Wolfgang Grossruck fälschte die Reports über die Wahlen in Albanien

Im Gangster Staaat Albanien, gibt es ganz neue Statements, von dem damaligen US-Botschafter John Withers, rund um die primitive Deppen Mafia des Salih Berisha, Lulzim Basha und Ilir Meta! Die Wahlenl waren eine Farce und die gefälschten Wähler Listen und ID Karten, sind ein uralt Thema, wie Mehrfach wählen. Auffällig ist ebenso, das der jetzige OSCE Botschafter Eugen Wohlfahrt, keine Wahl Rechts Reform zustande bringt, nach 1,5 Jahren, und genau das war vor über 10 Jahren ebenso verlangt worden.
Etliche  Verurteilungen gab es in Albanien, wegen Wahl Fälschung u.a. in Lazarate wie immer kontrolliert von der Cannabis Mafia des Salih Berisha, wie auch nun in der Ortschaft Ruzhdie bei Fiere, einer Hochburg des Enkled Alibeaj usw..! Withers, sagt sogar im kompletten Interview, das man auch in Zukunft mit diesen Wahl Fälschungen rechnen muss, welche absolut peinlich sind. Die Wahlen damals waren eine Farce, erklärt im aktuellen Interview, der damalige US Botschafter, wie er es damals in den wikeleaks Depeschen festhielt.

Aber viele Komiker der OSCE, hatten mit sowas einen schönen Urlaub und gut dotierte Jobs, im Welt weit agierenden Theater der Unfugs Gestalten der OSCE, welche fast schon ein sinnlos Kommando, wie die UN ist.

Und zwar für die OSCE, das sie sowas überhaupt als korrekte Wahl darstellte. Das heisst bei diesen Leuten, wir können so weiter machen, denn wir haben Wolfgang Grossruck.

Although this election cycle has been fairly quiet so far - both ODIHR interim assessments have been generally positive - members of the opposition Socialist Party (SP) allege daily that the ruling Democratic Party (DP) is planning to steal the election (but offering little evidence to back the claim). The ruling Democratic Party (DP) also alleges fraud on the part of the SP - also with little supporting evidence. In order to get a better feel for what form these “frauds” might take, Post spoke with several SP and DP candidates, and civil society representatives to get a better feel for what a rigged election might look like. It is important to note, however, that ODIHR and other observers have seen no credible evidence as of yet of concerted plans or efforts to manipulate the upcoming parliamentary elections by either side. Sadly, as this cable was being drafted, a DP activist was killed by an SP activist with an AK-47 outside of Durres in a squabble over campaign posters. PM Berisha and SP Leader Edi Rama both condemned the act and appealed for calm. End summary. It All Began in 1996. . . ————————- ¶2. (C) The blatantly rigged 1996 parliamentary contest marks the low point for Albanian elections. Marred by serious irregularities including violence, ballot stuffing, police intimidation of opposition candidates and incompetent election administration, the elections were a disaster, and led in part to the collapse of civil order one year later. The masterminds of the rigged 1996 Democratic Party victory were then-President (now PM) Sali Berisha, and then-Ministry of Interior official (now Deputy Interior Minister) Ferdinand Poni. The fact that Berisha is once again the head of government, with Poni now in charge of ID cards, has many in the SP worried that history will repeat itself with these elections. In a sad development that occurred as this cable was being drafted, a DP activist was shot and killed by an SP activist in a dispute over campaign posters near Durres. Both PM Berisha and SP leader Edi Rama have condemned the act and appealed for calm. JUST DROP THIS BALLOT IN THE BOX PLEASE ————————————— ¶3. (C) One tactic, used both in Albania and around the world to rig elections, is known as “carousel voting” and goes like this: early on Election Day morning, one “militant” will remove an empty ballot from the polling center. (Note: Militant is the preferred nomenclature for hardcore party activists or anyone involved in electoral mischief. End note.) This militant will then fill out the ballot with a vote cast for whichever party he supports. He will then give the ballot to a prospective voter outside the voting center and promise him ALL 5,000 (USD 50) if he puts the completed ballot in the box and returns the empty blank ballot issued to him in the voting center to him. The process is repeated throughout the day and across the country. In other versions of this scheme, less charitable militants will not offer you money but will threaten to beat you up or cause you to lose your job if you do not comply with the plan. This plan is practically foolproof as you are handing someone a previously completed ballot and receiving the empty ballot back, thus not allowing for any deviation once in the ballot booth. WOULD YOU LIKE A BALLOT WITH YOUR PIZZA? —————————————- ¶4. (C) Another technique, used to great effect in prior elections, according to some of Post’s contacts, is to have filled-in ballots delivered with pizzas to counting centers on election day. These ballots are then dropped into the ballot boxes and counted as valid votes. Apparently no one checks if a polling center counts more votes than there are people on the voter registry, however this could change this year. Commissioners have also been know to receive “fees,” sometimes up to EUR 500, to “close their eyes” for several minutes during the counting process to allow the militants to do their dirty work. Video cameras have been mandated by the new electoral code to combat this type of behavior, but it is easy to imagine them being switched off briefly, someone “accidentally” blocking the camera, or tricks being pulled outside of the cameras’ view. Both parties this year have alleged that the other side is bribing or planning to pay off electoral commissioners this year, although no one has of yet offered any proof of said scheme. According to this scheme, someone will try to vote several times in a district or region using the same identity papers. A bit more complex are schemes where people could obtain multiple voter IDs. Under this plan, militants will apply for and receive IDs for people who are known to be out of the country, are dead, or are not planning to vote for whatever reason. The IDs will all have the same picture on them, matching the militant’s face, but will have different names and personal information. Although the SP firmly believes that such a scheme is possible, ID card producer Aleat and the Interior Ministry claim it is not, and point to the fact that biometric controls on the new ID cards have stopped at least eleven attempts by voters to get multiple IDs using phony identification documents. ¶6. (C) Nevertheless, manipulation of the ID cards remains the SP’s biggest single worry next to the large-scale disenfranchisement of non-passport holders (reftels). A senior SP official told PolOff on June 11 that the GOA had purposely delayed the rollout of ID registration centers in “five key areas.” The delay, he alleged, is causing a last-minute rush for IDs in those areas, and the better-organized, better-funded DP is in a stronger position to get IDs quickly to its supporters, while SP and other voters struggle. But on June 11 a DP official told PolOff that SP local officials were purposely hindering the issuance of ID cards to voters in parts of Tirana. Neither the DP nor SP officials offered any proof to back their claims. SEE, I VOTED DP! DON,T FIRE ME! —————————— ¶7. (C) The current Albanian patronage system is so entrenched at all levels that it often leads to voter intimidation. For example, it is possible for a janitor in a school in Elbasan to lose his job if the government changes. In the past, state and municipal employees have been routinely forced to attend campaign rallies, do campaign work, or vote for a certain party or risk losing their job. In previous elections some voters even photographed themselves with their completed ballot in order to show it to their superiors at work to prove their loyalty. The threat of losing one’s job for not voting properly is quite real and one SP candidate said her mother would vote DP just to prevent the havoc that is caused when a new government comes to power. To add to the confusion, although the Democratic Party controls the central government, many local governments are controlled by the SP or even the Socialist Movement for Integration (LSI), meaning civil servants can be subject to pressure from any party, depending on where that employee works. ODIHR’s second interim report said ODIHR has received numerous unverified reports of pressure on state employees and even school children to attend DP rallies around the country. ¶8. (C) COMMENT: Certainly the main burden in ensuring a good election falls on the GOA. However, none of these unsavory tactics are party specific, and could be and have been used in the past by any party in an attempt to gain an advantage. This year both parties have pledged to run a clean campaign, and PM Berisha has repeatedly “guaranteed” to all who will listen that this year’s election will be Albania’s best ever. However, the stakes are very high for PM Berisha this election, particularly with the persistent rumors concerning the involvement of members of Berisha,s own family in the Gerdec scandal. The winner take all atmosphere that is Albanian politics also does not help matters and probably encourages illicit behavior. Furthermore, while party leaders might not condone fraudulent activities, mid-level hacks looking to make a name for themselves could attempt to pull some shenanigans. Although ODIHR has seen little so far to indicate widespread fraud by any party, the potential is real, particularly given past deeds by both major parties. The more than 3,000 observers will need to be paying close attention on election day. WITHERS

Grossruck was in Tirana to meet with Democratic Party (DP) leader Sali Berisha, and Socialist Movement for Integration (SMI) leader Ilir Meta. “We saw a lot of improvement and therefore we can say that they were the best elections ever organised in Albania. Nevertheless, there is still a lot of work to be done and more to be achieved. I invite Albanian politicians to collaborate for the good of this country,” Grossruck told Berisha. Opposition Socialist Party (SP) leader Edi Rama disagreed, saying the elections were a “deformation of democracy”.
In other news, Meta’s decision for SMI to enter a coalition with the ruling DP has caused a division among party members. Senior SMI member Pellumb Xhufi told journalists on Friday the deal with is self-destructive for the party. “The votes given to the leftists cannot be a vote in support of Berisha’s government. How to steal elections
“How to steal elections, Albanian style.” This is not the title of a manual for stealing elections, but a cable of the US Embassy that was published today on Wikileaks, showing all misdeeds of 1996.

“The manipulated elections of 1996 show the lowest point for the Albanian elections, filled with irregularities, violence, artificially filled ballot boxes, police intimidation against opposition and an incompetent administration of the process. These elections were destructive and brought the country to collapse and civil war one year later”.

This is how the US Embassy describes the situation of the elections on that year, a manipulation behind which stood Sali Berisha, then President of the country from the Democratic Party, and the Interior Minister of the time, now Deputy Minister, Ferdinand Poni.

“The fact that today Berisha is the head of the government and Pony the director of the Identity Cards project has concerned the Socialist Party that the same situation will be repeated again”.

The US embassy sends a detailed report to the US State Department 16 days before the General Elections of 28 June 2009, describing all the manipulations that were used in Albania, such as sending ballots with pizza boxes, while the security cameras were switched off during the manipulation.

The cable also describes the concern of the Socialist Party for equipping DP militants with identity cards which are produced with the names of emigrants outside Albania. These identity cards have the picture of the militant, but the generalities of someone else.

Rußland-Wahl: OSZE-Beobachter widerspricht offiziellem OSZE-Bericht


Hier ‘mal wieder ein klassisches Beispiel dafür, wie Organisationen wie die OSZE, UNO und Co. arbeiten bzw. welche Absichten wirklich dahinter stecken. Das gilt zumindest für einzelne, aber entscheidende Mitarbeiter.
Nicht nachvollziehbar
Die OSZE (Organisation für Sicherheit und Zusammenarbeit in Europa) hat an den Präsidentenwahlen in Rußland am 4. März heftige Kritik geübt. Demnach soll es in jedem dritten Wahllokal zu Unregelmäßigkeiten gekommen sein. Im Interview mit der Wiener Zeitung widersprach dem Stefan Schennach (SPÖ), der für den Europarat als Wahlbeobachter in Rußland war:
(…) Ich kann das Urteil der OSZE überhaupt nicht nachvollziehen. Als ich davon gehört habe, dachte ich, ich bin bei einer anderen Wahl gewesen. Die OSZE müßte mit Tausenden Beobachtern vor Ort gewesen sein, um so etwas überhaupt feststellen zu können. Ich selbst habe als Mitglied der Delegation des Europarates zwei Dutzend Wahllokale besucht. Nur zweimal habe ich die Note »schlecht« vergeben – aber nicht wegen Betrugs, sondern etwa deshalb, weil ein Wahllokal in einer Apotheke war und man nur schlecht zwischen Wählern und Kunden unterscheiden konnte. Die Berichte meiner Kollegen waren übrigens gleichlautend.
(…) Als ich 2008 für die OSZE in Georgien als Wahlbeobachter im Einsatz war, haben wir – im Gegensatz zu dieser Wahl in Rußland – wirklich empörende Verstöße festgestellt. Da tauchten, als das Ergebnis nicht stimmte, plötzlich zusätzliche Boxen mit Stimmzetteln auf, ein haarsträubender Wahlschwindel fand vor unseren Augen statt. Und wir waren fassungslos, als wir sehen mußten, daß der damalige Leiter der OSZE-Mission, obwohl er noch keine Berichte von uns hatte, die Wahl in Ordnung fand. (…)
