Romanians
are proud to have one of the world’s fastest, most reliable internet
networks, but rarely have a good word to say about their creaking
justice system.
Warning – this story contains details of abuse that readers might find upsetting
The combination of these two elements has allowed dark elements of
the virtual world to flourish. The sexual abuse of children online is
one of them.
This is a topic few will talk about, as BIRN found out in an
investigation focused on one of its least conscionable forms: mothers
mistreating their own children for paying clients watching from abroad.
The numbers of such cases are small, but were sufficient to surprise
even child protection experts contacted for this article. Romanians seem
largely unaware that any such abuse is going on at all. Silence
nurtures a damaging culture of ignorance, and one of the EU’s poorest
countries is failing to protect such children.
Child abuse for profit is of course not only Romania’s problem.
Authorities worldwide are struggling to combat it, with criminals often
seeming one step ahead. Online encryption – hailed by privacy advocates,
feared by governments but now the global norm – is their latest weapon.
But in Romania, even when abuse of minors is discovered, law
enforcement is ill equipped to deal with it, legal experts say. Poor
funding, slow investigations, unfilled prosecutor posts, and little
guidance for judges all mean that punishments can vary wildly and are
often lenient by international standards.
Alerted first by a US news report mentioning Romanian abusers, BIRN
analysed little-publicised official data about child sexual abuse
material (CSAM) – a term which the European police organisation Europol
prefers to “pornography” to underline that minors can never be deemed to
have consented.
In Romania, BIRN found an increase in the number of children sexually
abused by their own parents for financial gain – with many victims left
afterwards living under the same roof as their abusers, which child
experts saw as the most damaging state failure of all.
From a couple of known cases annually 15 years ago, this grew to an
average of around 50 a year in 2022-24, Romanian prosecutors say.

Croatia’s Prime Minister from 2003 to 2009, Ivo Sanader, who has been
serving an 18-year jail sentence, was released on parole on Thursday
after a decision by the Sisak County Court.
The court ruled that he had met the conditions for early release
before serving his entire sentence. However, he had already been allowed
out temporarily and had been seen in public in Zagreb and Kutina.
Although his lawyer, Cedo Prodanovic, had previously announced that
he would seek conditional release for Sanader, he seemed surprised by
the decision on Thursday.
“I have not received any notification about this, and this is the first news I have heard,” Prodanovic told the daily newsppaer Jutarnji list, adding that he was not even aware that a hearing was being held at the court in Sisak.
Sanader, 72, was sentenced in 2012 to seven years in prison for
transferring money from public companies into a slush fund of the ruling
Croatian Democratic Union, HDZ, and for failing to record donations in
the party’s coffers.
He received an additional six-year sentence for requesting and
accepting 17.5 million kuna (2.3 million euros) from Stjepan Fiolic in
exchange for favours related to the sale of a building as well as for
handing over management rights of the Croatian national oil company,
INA, to a Hungarian oil company in return for a bribe of 10 million
euros.
His first and incomplete second term as head of the Croatian government were marked by various financial scandals.
But he is also credited with pacifying the right wing of the HDZ and
with normalising relations with the Serb minority in Croatia.

der Storm auch teurer, da die Regierung auf die Beteiligung des
staatlichen Energieversorger HEP drängt. HEP wird daher gezwungen sein,

In the official statement, SPAK states that the criminal network had a permanent supply line in the United Kingdom. The line was managed by Maksim Koxha, a well-known behind-the-scenes figure, who organized traffic through European ports to England, using a network of Kurdish and Romanian drivers.
Maks Koxha, who moves between Tirana, London and Dubai, managed millions of euros from the sale of cocaine, bringing it to Albania through his people and investing it in luxury properties in Palasë, Tirana and other cities. His criminal activity began with human trafficking and cannabis cultivation, and has now become one of the key figures in money laundering in construction.

Former MP Aqif Rakipi's son-in-law, Ervis Keçi, is another link in the network. He manages a vintage car dealership in Durrës, where, according to data, millions of euros are laundered in collaboration with the Hoxhosmani brothers.
In Tirana, they have set up several shell businesses, including an electrical systems firm in the Deliorgji Complex, managed by citizen Armand Shehu, and an office in Murat Toptani, under the name "Ilaria 2015", registered for "business consultancy".
The assets have been distributed in the names of sentimental partners and trusted friends of the group. TIRANA, May 26 – Thousands of people paid their respects Saturday at the funeral of Dritan Hoxha of Top Media, Albania’s most successful media magnate.
Hoxha, owner of Top Channel TV station, Top Albania radio, Top Gold radio, Digitalb, Gazeta Shqip, and also a coffee trader, was driving his car, a 2007 Ferrari Fiorano, when the car left the street, hit a tree on the bank of Tirana’s Lana river and split in half. Besides killing Hoxha, 39, the crash also claimed a passenger in the auto, Entela Hysko, 27.
Hoxha’s death turned into a public display of grief followed by questions about his legacy in the media and in Albanian business, where he was a symbol of the new Albanian post-communist entrepreneurial class.
Hoxha’s media outlet has been an irritant to governments, both of the existing administration of Prime Minister Sali Berisha of the governing Democratic Party and the former Socialist party government.
Top Channel has been recognized for playing an important role in post-communist Albania with independent news reports and investigations focusing on corruption and crime in the country, particularly the corruption that has plagued Albania during its post-communist period.
Hoxha left Tirana University in 1991 where he was studying medicine to work aboard ships which took him to Italy.
He worked in an electronics factory in Italy, which served to stimulate his interest in technology.
Following one year in electronics, Hoxha became a coffee trader, eventually becoming the largest coffee house in the country with his Lori brand.
Following coffee he became involved in the media, launching the Top Albania Radio station ten years ago and, later, the Top Channel television station. His programming brought a modern and independent approach to news, entertainment and music shows, including corruption-busting programs, and drew large audiences.
Industry observers acknowledged that Hoxha has installed the most updated technology in his television station, considered the most modern in the country and, possibly, among the best in Europe.
A few years ago, Hoxha launched a pay-television service that became a commercial success with sales to Albanians at home and abroad. It provides customers with six high definition channels, more than any similar service in Europe.
He also launched a television-to-mobile phone service in Albania.
Hoxha was reputed to be ‘crazy’ about acquiring new technology, not sparing money and buying the most updated technology for his television station.
Last year, the ruling Democratic Party government of Prime Minister Sali Berisha slapped a 13 million euro fine on Hoxha’s group, though efforts to collect the fine appear to have come to a halt.
Hoxha’s Top Channel won a national license, but was forced to gradually move out of its leased offices in the pyramid-shaped building initially built as a museum for Albania’s late dictator, Enver Hoxha.
Hoxha’s Top Media Group employs nearly 800 people.
Hoxha is survived by his wife, three daughters, a son, and his mother.
Funeral
Not surprisingly, his funeral was attended by thousands of people, including journalists from his media group and the country’s other outlets, and many citizens who had become virtually untied to traditional media by his digital television platform.
Mourners each threw a rose on his coffin and continuously clapped while he was taken from his home for a final drive past Top Channel and, then, along Tirana’s main boulevard, through his suburban quarter of Lapraka and ending at the cemetery.
“Dritan Hoxha will be remembered as the founder of a media empire that changed the tastes of Albanians and made a great contribution to the opening of Albanian society,” Hoxha’s Top Media group said in a statement.
President Bamir Topi visited the Top Channel offices to offer his condolences and meet with Hoxha’s family.
Many politicians, primarily from the current opposition, were also present at the funeral, headed by Socialist leader Edi Rama, who responded with great emotion to Hoxha’s death.
“One of those making history passed away today. Tani (Dritan) of Top (media group) managed to achieve in seven years what countries like Albania normally need 70 years to achieve. He lived at 3000 km/h and flew away catching the dream and switching on the screen of the new century in Albania,” wrote Rama.
Businessmen were also shocked by his death.
The Tirana Chamber of Commerce issued a statement highly praising Hoxha’s contributions as a successful entrepreneur and promoter in Albania.
Police says high speed caused the death
Police issued a statement following their investigation that the cause of the death was driving at high speeds. It was found that Hoxha’s Ferrari was traveling at 170 km/h when it crashed, according to officials.
Following the Saturday night crash, the car slid for scores of meters in front of Top Channel’s new offices, the so-called Ekspozita.
Hoxha and the woman in the car died within minutes after police arrived at the accident scene.
Politics turns aggressive
Three days after the accident, Hoxha’s death became a political topic among the country’s ever-squabbling politicians
The governing Democratic Party, issued a statement asking why the media had not mentioned that Hoxha was in the car with a 27-year old woman who also died. The message noted that the passenger had been referred to as a journalist, though she was not.
Many columnists and journalists considered the message a warning to the next leader of the media group.
As a counter-balance, two government ministers, Genc Ruli and Sokol Olldashi, paid a condolence visit to Hoxha’s home.

has once again been put at the center of criticism in the European
Parliament, this time by German MEP Dr. Alexander Sell, who delivered a
harsh speech against the country's membership process in the European
Union.
During
his speech, Sell stated that Albania does not meet the democratic
conditions at all to become part of the EU, citing numerous problems
such as unfree elections, lack of press freedom, massive corruption and
the influence of the mafia in the country's economic and institutional
life.
"The
May elections had very little to do with democracy. Prime Minister Rama
imprisoned political opponents, international observers spoke of
massive vote buying, and TikTok was also shut down during the campaign.
Press freedom is almost non-existent," he declared.
Sell
went further by calling Albania the "Colombia of Europe", due to the
role that, according to him, the Albanian mafia plays in cocaine and
marijuana trafficking on the European continent.
"From
an economic point of view, Albania's main benefits come from
international drug trafficking. The Albanian mafia controls trafficking
throughout Europe with extreme brutality. Many billions flow into Tirana
every year," he stressed.
The
German MEP also criticized Tirana's urban developments, saying that new
construction and skyscrapers are the product of money laundering.
"The
government has its part in this business. Corruption is widespread, so
much so that even the Rosa Luxemburg Foundation describes the situation
as 'kleptocratic control of the state by the Socialist Party,'" Sell
declared.

87.7 Millionen Euro für Investitionen in saubere Energie für Albanien,
Montenegro und Serbien genehmigt hat, schreibt Gazeta Express.
Dieser Betrag wurde vom operativen Vorstand des Investitionsrahmens für den Westbalkan genehmigt.
Laut dem EU-Wachstumsplan für den Westbalkan sollen diese
Investitionen die Energienetze und Wasserkraftwerke verbessern und
Solarheizungslösungen bereitstellen.
Aufgrund der politischen Blockade ist der Kosovo das einzige Land,
das die Reformagenda vorgelegt, aber noch nicht die erste Zahlung
erhalten hat, während die EU heute zusätzlich zur ersten Zahlung auch
die zweite Million für Albanien, Montenegro und Serbien bereitgestellt
hat.
Vor einigen Tagen berichtete Gazeta Express über die negativen
Auswirkungen der politischen Krise auf die maximale Nutzung der
Möglichkeiten, die der EU-Wachstumsplan bietet.
Selbst Brüssel ist besorgt, dass der Kosovo noch immer keine neuen
Institutionen – eine Versammlung und eine Regierung – hat, um dem

prosecutors conclude investigation into Jurgis Cyrbja, accusing the
former Socialist MP of sharing state information with organised crime
group members in exchange for their support in elections.

Albania’s Special Prosecution Against Corruption and Organised Crime,
SPAK, on Tuesday said it had concluded a probe into former Socialist
Party MP Jurgis Cyrbja and accused him of “revealing state secrets”,
“helping the author of a crime” and “active corruption in elections”.
According to SPAK, Cyrbja shared sensitive police operational
information with crime suspect Altin Hajri in exchange for securing his
support in elections. He allegedly revealed secret state information to
criminals in eight cases.
Cyrbja was arrested last October. He has made no comment on the allegations so far. Nor have his lawyers.
The ex-MP’s communications with Hajri ended up in the hands of
Albanian police following a European law enforcement operation that
cracked the SKY ECC app. Cyrbja became the first politician in Albania
to fall foul of the SKY ECC revelations.
The SPAK press release noted that Cyrbja, during the period under
investigation, served as a Socialist deputy in parliament during the
2017-2021 and 2021-2025 legislatures, before resigning on October 9,
2024, after his arrest.
“During the period under investigation, the defendant had a close
friendly relationship with the other defendant, Altin Hajri,” it added.
Hajri is internationally wanted for suspected murder.
When Cyrbja was bidding for a second term as an Albanian lawmaker, Hajri was wanted over the January 2020 disappearance
of a furniture salesman, Jan Prenga, from the basement of Hajri’s
wedding parlour in Shijak in central Albania. Security camera footage
appeared to show Prenga’s lifeless body, although he was never found.
SPAK said it had been helped in its work by police agency Europol and
justice agency Eurojust and by French, Dutch and Belgian police
authorities in the investigation, and is still investigating other
suspected collaborators.
This is not the first such case
to expose alleged links between organised crime and elections in
Albania, the first being in 2016 during local elections in the northern
region of Dibra and the second the following year in parliamentary
elections. The current ruling Socialists won both polls by a large
margin.
Delays meant that many of the suspects in these cases were never
charged and prosecutors failed to track down the source of the money
that had changed hands.
In 2018, while investigating a network of drug dealers, prosecutors
found that they were also engaged in forging property papers and
influencing the choice of electoral candidates and public sector hiring;
in a phone call, intercepted prior to the 2017 election, a known crime
boss was heard telling a Socialist Party official in Shijak that he had a
preferred candidate for the election and would work hard for a
Socialist victory.

A
serious political incident occurred this morning in the tourist town of
Budva in Montenegro, where the mayor, Nikola Jovanović, was brutally
attacked near the Slovenska beach area. The mayor was immediately
transported to the Kotor hospital, where he is being treated for serious
bodily injuries.
Jovanović
has directly accused the brothers Jovo and Vidak Mitrović, officials of
the pro-Serb Nova Srpska Demokratija (NSD) party, and two other people
still unidentified by authorities, of the attack. Vidak Mitrović is
currently a member of the board of directors of the state-owned company
“Morsko Dobro”, while Jovo is known to the police for suspected links to
organized crime groups.
Immediately
after the incident, Montenegrin Prime Minister Milojko Spajić condemned
the attack, calling for an immediate response and overcoming political
differences. The opposition has also called the incident a result of the
tense political climate in Budva, demanding an immediate end to the
violence.
Budva
police have launched an intensive investigation to catch the
perpetrators of the attack, while this serious incident has increased
concerns about public safety in one of the region's most popular tourist
destinations, especially at the height of the summer season. For
Albanian tourists and the public in Albania, this event sends a clear
message that stability and security in Montenegro remain fragile,
especially when political tensions are accompanied by physical violence.
In
this context, attention to this incident should be high, considering
the negative consequences it could have on the local economy and the
overall reputation of the region in the eyes of foreign and Albanian

Bürgermeister der montenegrinischen Tourismushochburg Budva, Rajko
Kuljaca, ist wegen gross angelegter Korruption festgenommen worden. Mit
ihm seien auch sein Stellvertreter Dragan Marovic und acht weitere
Personen in Untersuchungshaft genommen worden.
Das
berichteten die lokalen Medien am Freitag in der Hauptstadt Podgorica.
Den Männern wird vorgeworfen, für einen der grössten Bauskandale im
Land verantwortlich zu sein.
Die Stadt Budva hatte russischen Investoren ohne jede rechtliche
Voraussetzung die Halbinsel Zavala vor den Toren des Touristenzentrums
überlassen, um dort Luxusappartments für Superreiche zu bauen.
Inzwischen ist der Investor abgesprungen und die früher wegen ihrer
Naturschönheit bekannte Halbinsel ist seit Jahren mit stillgelegten
Rohbauten verschandelt. Der Dachverband der Bürgerinitiativen MANS hatte
vor zwei Jahren Strafanzeige wegen Korruption gestellt.
Die Aktion der Staatsanwaltschaft und der Polizei hat hohe politische
Wellen geschlagen, weil der festgenommene stellvertretende
Bürgermeister ein Bruder des bisherigen Vize-Regierungschefs Svetozar
Marovic ist. Die beiden Brüder galten seit langem als die heimlichen
Herrscher von Budva und als praktisch unantastbar.

- The Space protection inspection has ordered the demolition of the
facility that was built without building permit at Zavala cape near
Budva, while the criminal charges will be pressed against investor
"Zavala invest" from Budva - the Ministry of Spatial Organization and
Environment Protection announced yesterday (July 23, 2009).
According to the announcement, the inspection has determined that the
works on construction of path and platform, as well as plateau of
concrete pillows, at about 150 square meters, are underway, while the
facility at about 25 square meters has already been built at the beach,
which is something that requires building permit or consent from public
company "Morsko dobro".
If the investor fails to do what it is ordered to do, the demolition will be carried out the Space protection inspection.
Non-government organization MANS estimated yesterday that the works in
the vicinity of Zavala cape near Budva, which had been carried out by
Russian company "Mirax" whose daughter-company was "Zavala invest", had
been illegal, and it asked the police to investigate and process that
case as soon as possible.
MANS said in the announcement that "Mirax" violated the Law by "building
without building permit, taking over someone else's land and
destroying environment".
