Albanian Ruling Party MP Wanted for Arrest on Graft Charges

Six officials and an administrator at a waste treatment plant in the city of Fieri were arrested on graft charges on Tuesday, while anti-corruption prosecutors said they are seeking to detain Alqi Bllako, a former state official who is currently a member of the parliament for the governing Socialist Party.
Bllako is accused of indirectly receiving a bribe of 15 million leks (over 120,000 euros) in the form of a salary paid to his father by the company that received the contract to build incinerators at the waste treatment plant. Prosecutors have seized an apartment worth 144,000 euros belonging to his family.
The prosecution said that he received the money indirectly from the company, Integrated Technology Waste Treatment Fier, while he was general secretary at the Ministry of Environment and when he was as general director of the National Agency of Water, Sewage and Waste Infrastructure.
However, as an MP, Bllako is protected by parliamentary immunity and cannot be detained until his arrest is authorised by parliament.
“For citizen Alqi Bllako, due to the fact that he is an elected MP in the parliament of the Republic of Albania, the Special Prosecutor…will request authorisation for the arrest,” the Special Prosecution, SPAK said in a press release.
The government of the Prime Minister Edi Rama awarded three contracts for building waste incinerators, worth hundreds of millions of euros, to a group of connected privately-owned companies.
The ensuing scandal has already claimed former Environment Minister Lefter Koka, a close ally of Rama, who was arrested last December for allegedly receiving several million euros in bribes through a network of fake companies.
The bribes were allegedly paid for the first waste plant in the city of Elbasan, which costed to the taxpayers some 22 million euros.
Tuesday’s arrests followed an investigation into the second plant in Fieri. The investigation into the third and largest plant in the capital Tirana is still ongoing.
