Colonel Pierre-Henri Bunel (53), a
French intelligence officer who worked in NATO HQs in Brussels,
during the 1999 spying affair, when he spent ten months in prison
because he had informed the Serbs about the military targets NATO
intended to bomb. In 2001, Bunel was retired, and did not serve his
full prison term, but has not yet been rehabilitated. Nowadays he
works as an independent expert in the spheres of security and
terrorist organizations.

build, balance and integrate the tools of American power to combat
transnational organised crime,“ US President Barack Obama announced on
Monday (July 25th). [Reuters]
The new plan introduced on Monday (July 25th) to fight transnational
organised crime envisions a series of measures allowing authorities to
deal more effectively with major crime networks that pose a threat to US
security and the economy.
„Transnational organised crime (TOC) poses a significant and growing
threat to national and international security, with dire implications
for public safety, public health, democratic institutions, and economic
stability across the globe,“ according to the document.
Criminal organisations are expanding and are becoming increasingly
sophisticated, US officials said. They know no borders and engage in a
broad range of illicit, revenue-generating activities.
The strategy sets out 56 priority actions aimed at reducing the
economic power of major transnational gangs and protecting the financial
system from them. Noting that TOC is a global problem that manifests
itself in various parts of the world in different ways, it lists seven
regional priorities, including the Balkans, and calls for close
co-operation with other countries.
„A traditional conduit for smuggling between east and west, the
Balkans has become an ideal environment for the cultivation and
expansion of TOC,“ the document released on Monday said. „Weak
institutions in Albania, Kosovo, and Bosnia and Herzegovina have enabled
Balkan-based TOC groups to seize control of key drug and human
trafficking routes and Western European markets.“
Aside from being a source of synthetic drugs, the region now serves
as an entry point for Latin American cocaine and a transit area for
heroin chemical precursors for use in the Caucasus and Afghanistan.
„Insufficient border controls and the ease of acquiring passports
enable the transit of criminals and terrorist figures to Western
Europe,“ the document also noted. „Co-operation between the United
States and the European Union, as well as bilateral co-operation with
the countries in the region ? will be key to eliminating the environment
supporting TOC.“

elements of national governments — including intelligence and security

Neben Bin Laden selbst gibt es eine weitere wichtige Dschihad-Figur mit
verdächtigen Geheimdienstkontakten: Ayman Al Zawahiri. Nach der
Zählweise der westlichen Antiterrorismusexperten ist er angeblich die
Nummer zwei in der Al-Qaida-Hierarchie und hat in Afghanistan an
wichtigen Planungskonferenzen für die Anschläge vom 11. September 2001
teilgenommen. Man sieht den schweigsamen Brillenträger in einigen Videos
an der Seite Bin Ladens sitzen. In den letzten zwei, drei Jahren hat er
sich häufiger in Internetfilmen zu Wort gemeldet als Bin Laden selbst:
In den Jahren 2003 und 2004 äußerte er sich zehnmal, im vergangenen Jahr
unter anderem zum Jahrestag des 11. September und nach der Hinrichtung
von Saddam Hussein im Dezember; das letzte Mal am 5. August 2007.

Zu Beginn der neunziger Jahre engagierte sich der Ägypter auf dem
Balkan. Er soll die Einreise der internationalen Dschihad-Brigaden
koordiniert haben, die im bosnischen Bürgerkrieg (1992?1995) an der
Seite ihrer Glaubensbrüder und erneut mit klandestiner US-Hilfe gegen
die Ungläubigen kämpften. Im Herbst 1991 eröffnete er zu diesem Zweck
ein Büro in der bulgarischen Hauptstadt Sofia und wurde ab Sommer 1994
dort gesehen. Es wird behauptet, er habe von dort aus terroristische
islamische Operationen in Bosnien-Herzegowina geleitet. Sein Bruder
Mohamed ließ sich 1992 in der albanischen Hauptstadt Tirana nieder und
etablierte eine Islamistenzelle.
Schon während seiner bosnischen Zeit sind Kontakte
Al Zawahiris
zum US-Geheimdienst dokumentiert. Anfang der neunziger Jahre reiste der
Ägypter zweimal in die USA, um Spenden für seine Organisation zu
sammeln. Begleitet wurde er auf diesen Reisen von einem gewissen Ali
Mohammed ? einer der schillerndsten Figuren im Pas de deux zwischen USA
und Dschihadisten. Mohammed diente von 1971 bis 1984 in der Armee seines
Heimatlandes und arbeitete dann in der Antiterrorabteilung einer
Fluglinie. 1985 zog er in die USA und erhielt deren Staatsbürgerschaft.
1986 verpflichtete er sich zu einem dreijährigen Dienst in der US-Armee
und leistete diesen ausgerechnet in Fort Bragg ab ? dem Hauptquartier
der Special Forces, die in allen Ecken der Welt Geheimaufträge für das
Pentagon durchführen. »Irgendwann Mitte der achtziger Jahre« bot er sich
außerdem der CIA als Informant an, schreibt CNN-Reporter Bergen, aus
dessen Buch »Heiliger Krieg Inc.« auch die folgenden Zitate stammen. In
Fort Bragg machte Mohammed Karriere und gab Unterricht im Special
Warfare Center. In seinem militärischen Führungszeugnis wird eine seiner
»herausragenden« Vorlesungen über die Specnaz erwähnt, die in
Afghanistan eingesetzten Sonderkommandos der Sowjetarmee.

Im Nachhinein ist Anderson sicher, »daß Mohammed niemals in die USA
hätte einreisen, geschweige denn einen Job in Fort Bragg bekommen
können, hätte nicht jemand bei der CIA oder im State Department sein
Visum abgesegnet«.

Von 1992 bis 1997 lebte Ali Mohammed, wenn er nicht gerade für den
Dschihad um die Welt flog, in einem Apartment in der kalifornischen
Stadt Santa Clara. (…) So unglaublich es klingt, selbst in der Zeit, in
der er im Auftrag von Al Qaida um die Welt reiste, bewarb er sich weiter
bei amerikanischen Regierungsbehörden«, wundert sich Bergen. Unter
anderem bot er seine Dienste dem FBI an und einem Unternehmen, das
geheime Aufträge des Verteidigungsministeriums ausführte. Als sein
Doppelspiel 1998 aufflog, wurde er nur zu einer kurzen Haftstrafe
verurteilt, weil er sich »auf eine inoffizielle Absprache mit den
Strafverfolgungsbehörden« einließ.

The role of Islamic charities is a serious issue because many are
based on spreading radical Islam via indoctrination or by supporting
terrorism or political goals which should be way outside their remit.
Indeed, the war in Bosnia resembled the same patterns which flowed in
Afghanistan, Pakistan, the Philippines, and other nations, whereby
Islamic terrorism or radical ideology or a fusion of both were
transported via Islamic charities.
It is vital that these channels are fully closed in Albania, Bosnia,
Kosovo (Serbia), Macedonia, and other areas in the Balkans. If not, then
this region will further fragment and religious polarization and
communal tensions will increase and radical Islam will continue to
enhance its foothold in this part of Europe.

The CIA also states that prominent Islamic charities were involved in
terrorism because the report which was given to the State Department
(1/1996) states that ???of more than 50 Islamic nongovernmental
organizations (NGOs) in existence, ?available information indicates that
approximately one-third? support terrorist groups or employ individuals
who are suspected of having terrorist connections.? The report notes
that most of the offices of NGOs active in Bosnia are located in Zagreb,
Sarajevo, Zenica, and Tuzla. There are coordination councils there
organizing the work of the charity fronts.?
?The report notes that some charities may be ?backed by powerful
interest groups,? including governments. ?We continue to have evidence
that even high ranking members of the collecting or monitoring agencies
in Saudi Arabia, Kuwait, and Pakistan ? such as the Saudi High
Commission ? are involved in illicit activities, including support for
terrorists.? The Wall Street Journal will later comment, ?Disclosure of
the report may raise new questions about whether enough was done to cut
off support for terrorism before the attacks of Sept. 11, 2001? and
about possible involvement in terrorism by Saudi Arabian officials.?

Projekti ngushtoi kanalet kulluese si dhe mbylli çdo hapësirë në trafikndarësen, duke bllokuar kalimin e ujit nga njëra anë në anën tjetër të autostradës. Ngushtimi dhe bllokimi i kanaleve kulluese ka qenë përcaktuese në përmbytjen e autostradës dhe të zonës përreth.
