Das Albanische Verfassungs Gericht erklärt das Albanisch - Griechische Kontinental See Abkommen für ungültig

 Eigentlich ein ganz normales Abkommen, was im Politischen Sumpf und Markt Geschreie der Mafia Medien unterging.

Teilweise, liegt es auch an purer Dummheit von etlichen sogenannten Politikern und Medien Schreiern, denn man braucht nun mal solche Abkommen für die Adria, welche im Einklang mit dem Internationalen Seerecht stehen.

TIRANA, Albania -- The Constitutional Court will strike down an agreement on maritime borders between Albania and Greece, according to local media reports Tuesday (January 26th). The court is expected to rule that the document violates the Albanian Constitution and must be renegotiated. The agreement, delineating maritime borders in the Ionian Sea, was signed in April 2009 during a high-profile meeting between Prime Minister Sali Berisha and his then Greek counterpart, Costas Karamanlis. Greece and Albania still no "official boundaries"

Constitutional Court of Albania, opposed the Pact with Greece: "The new agreement for borders, becomes relying on Albania's national interests"

TIRANA - The government of Berisha's decision recognizing that maritime borders Greece - Albania, is blocked by the Constitutional Court, which decided by majority vote to not approve the agreement for determining the shelf sea between Greece and Albania.

The decision was made known officially, confirming the agreement, is considered in its entirety as anti constitutional and in violation of territorial and economic interests of Albania, without giving further details about the contested points.

Socialist Party, had asked the Constitutional Court to declare the anti constitutional government decision, for water pact with Greece.

But according to analysts, two countries, resume between their known positions, even though both are NATO allies, the territorial sea borders of Greece by officially is considered as a "New diplomatic incident" since the time, when Greece with a presidential decree of considers Albania from 1940 as an "enemy country".

Prosecutors from the Western Balkans signed an agreement on Monday in Rome to strengthen direct cooperation in the fight against organised crime often hampered by political red-tape. Chief prosecutors from Albania, Bosnia and Herzegovina, Croatia, Montenegro, Serbia and Macedonia agreed to amend the Memorandum of Understanding for Regional Co-operation against Organised Crime and Other Forms of Serious Crime, signed five years ago in Skopje, opening the way for closer cooperation.
The revised memorandum broadens the scope of prosecutorial co-operation making direct contacts between the prosecution services and it is expected to have a positive impact on the day-to-day cooperation between the signatories.
Furthermore, it includes explicit references to the relevant European legal instruments in the field, thus promoting the establishment of a common terminology and standards, facilitating the process of harmonisation of the national legislation on criminal procedure.
The deal was reached under the umbrella of the PROSECO project of Council of Europe, which aims to improve judicial cooperation in the region, as it moves forward with its bid to join the EU.

Anti-mafia law takes effect in Albania

TIRANA, Albania – The so-called “anti-mafia” law that allows the seizing of assets whose legal origin cannot be proved took effect on Sunday (January 24th). The new legislation enables authorities to seize suspicious assets and put the owners on trial to determine the source. It was adopted last month without the support of the opposition Socialist Party (SP), whose lawmakers are concerned its application could be selective. The opposition argues that the money brought home by immigrants is not registered, which represents an opportunity for authorities to abuse such cases. ME, KLA AND THE ATLANTIC BRIGADE

     To be honest, I had not heard of the Atlantic Brigade before the war, or while the NATO bombing campaign was underway. Although I met several KLA/UÇK field commanders during my tenure (October 1998-June 1999) as the Head of the Organization for Security and Cooperation in Europe”s (OSCE) Kosovo Verification Mission (KVM) [1], to arrange prisoner exchanges and other operational tasks, I was unaware that the Kosovo Liberation Army had American fighters within its ranks, that a contingent of volunteer combatants had been recruited from among the Albanian-American community.

     The remarkable but undeniable truth is that I was not the only senior international working the Kosovo crisis in such ignorance. Neither the United States government, nor the international community had an accurate picture as to what the KLA/UÇK was about- its membership, what its organizational and command structure consisted of, the military order of battle, leadership, etc. In my capacity as head of an international mission, albeit a seconded American Foreign Service Officer, I had only limited access to what American and NATO intelligence agencies knew[2], or thought they knew, about the KLA/UÇK. Perhaps I was not privy to all that was known. But I was often struck by the simplistic questions that were put to me in Washington, the capitals of Europe, and NATO headquarters in Brussels, by participants such as Madeleine Albright, Javier Solana[3], General Wesley Clark and others who assuredly were informed of all that was known – “What is the KLA? Who speaks for them?” Or as the American Secretary of State Albright put it to me in her direct fashion “Tell me Bill, is the KLA a bunch of criminals, jihadists, or true patriots?” I could only respond that of the three or four I had dealt with, and of the dozens observed at KLA roadblocks, none gave the impression of being other than young men (and an occasional woman) fighting for a cause they deeply believed in.

     On January 16, 1999, I became involved in the single most dramatic and consequential event in my Kosovo experience- the slaying of over forty five men and boys in the Albanian village of Racak. Although the Milosheviq regime attempted, as it had done many times before and after in other villages, to portray the Racak killings as the result of a pitched battle with the KLA, the evidence I saw on the ground- old men and youngsters, all in farm worker clothes, many killed execution style, witnesses describing the Serb security forces as having entered the village after hours of artillery bombardment and then rounding up every male they could find and escorting the unarmed prisoners up the frozen path to where their mutilated bodies were found a few hours later- was totally inconsistent with Belgrade”s description of a firefight. The sights before us led me, and every other verifier and journalist that walked the ravine of death that day, to grasp what had happened. I returned to Pristina and called a press conference. I told the world that the killings in Racak were, in my opinion, a massacre of unarmed civilians, and a “crime against humanity”. I blamed the Serbian security forces, and demanded that those responsible be held accountable. I called for an immediate investigation by independent, professional crime scene experts. Belgrade”s reaction was to declare me persona non grata, and denounce the incident as an American CIA conspiracy to “destroy Serbia”.

     The incident at Racak led to worldwide recognition that something had to be done to avoid further outrage in Kosovo. A meeting of Contact Group [4] foreign ministers was quickly convened in London, where Madeleine Albright and her Russian counterpart announced that the parties to the Kosovo conflict would be brought together in Rambuillet, France, to settle their differences once and for all. The Rambuillet meeting ended in failure when Milosheviq refused to sign the negotiated accord. The NATO bombing began a few days later.

     A few months after I returned to the United States at the end of the war[5], and to the Department of State from which I had been seconded in October 1998, I was invited to attend what I was told would be a celebration of Kosovo”s liberation by the New York Albanian-American community.

     Arriving at the reception facility, I was surprised to step out of my vehicle into a column- lining either side of the entryway- comprised of a dozen or so men in camouflage fatigues bearing UÇK badges, the uniform of the KLA. Beyond surprise, I was concerned that news of this military display would reach my superiors in Washington, few of whom were comfortable with Americans having served in what was essentially a “foreign army”- the KLA/UÇK. Nor would many at State appreciate Ambassador Walker so blatantly demonstrating his adherence to the Kosovo”s Albanian cause- especially it’s “Abraham Lincoln Brigade”- which Belgrade had offered as proof that Walker- and by association the United States government- had been out to “destroy Serbia” from the beginning.

     Escorted to my seat at the head table I quickly discovered that the evening”s celebration was to pay tribute to the men of the Atlantic Brigade, their commitment and sacrifice. Thus was I made aware that a handful of young (and a few not so young) sons of the Albanian diaspora had interrupted their careers, their marriages, the good life lived in the United States, to join their brothers, sisters, cousins and friends in the- at the time- seemingly hopeless armed struggle against a vastly larger, massively armed, professionally officered Yugoslav army. And it was here that I first met Uk Lushi, an Atlantic Brigade veteran and the author of this book.

     The evening had the usual speeches, including mine, a fairly generic one since I made no reference to what I had just learned was the purpose of the gathering. Then each member of the Atlantic Brigade in attendance was presented with a service decoration. The culmination of the medal ceremony was easily the most dramatic, and emotional moment of the evening. The emcee announced that the decorations of three brothers would be presented posthumously to their father, since the three had been captured and killed by the Serbian security forces- after the hostilities had officially ended. Thus I learned the tragic story of the Bytyçi brothers, presented in its horrendous detail in this book. Shortly after hearing of their fate, I was invited by the National Albanian American Council (NAAC) to join a delegation travelling to Pristina to accompany the boys’ parents as they recovered their sons’ remains, and transported them to the United States for burial.

     The journey was unbearably sad. At the memorial services in Kosovo, and again at the graveside ceremony in the Yonkers, the young men’s father spoke with passion of his and his family”s pride that his sons had given their lives in the cause that Albanians everywhere identified with- the long struggle to liberate Kosova[6]. The boys’ mother, showing more pain than pride on her anguished face, didn’t speak. When it was my turn to say a few words, I could only relate that I, the father of three sons, could hardly imagine what it would be to lose one, far less three of my boys, in such a cruel and senseless manner.

     Since that initial encounter, I have gotten to know other veterans of the Atlantic Brigade. Uk Lushi among them. Perhaps because he has pursued a successful career and remains involved in every aspect of effort to tell the world what the KLA/UÇK was all about, I have come to know Uk Lushi as a good friend and reliable source. Coming from a variety of backgrounds, from the many corners of American society into which Albanians have settled, not all Atlantic Brigaders were from families with their ancestral roots in Kosovo. Though most were from Kosovo, others were simply representative of the broader Albanian diaspora, and joined the cause. Thank God most returned, some with wounds, one or two minus limbs, but all rightfully proud of their participation. This then is their story.

[1] The OSCE, with 84 member states including the Russian Federation and all of the former USSR’s republics now independent states, deployed the Kosovo Verification Mission (KVM) in October 1998, to “verify” that all parties to the Kosovo conflict were acting in accord with the provisions of the Holbroooke-Milosheviq agreement of October 16. The mission, which reached 1400 verifiers from over 30 member states, pulled out in March 1999, days before the NATO bombs began to fall.
[2] Since the OSCE’s membership includes the Russian Federation, as well as a number of its allies, NATO did not share its intelligence secrets with the KVM, although individual members of my Mission, those with clearances from NATO member states, were periodically briefed either in Brussels or by visiting NATO reps. Since Russia insisted, understandably, that every KVM unit had to be open to representatives of all OSCE member states, the Alliance, also understandably, was careful with what it officially passed to the KVM. This occasionally created inefficiencies and hard feelings.
[3] Javier Solana was Secretary General of the North Atlantic Treaty Organization at the time.
The Contact Group consisted of Great Britain, France, Germany, the Russian Federation, Italy and the United States.
[5] During the actual war, I, and a declining number of my 1400 KVM verifiers, served in Macedonia and Albania, mostly helping with the outpouring of Albanian refugees from Kosovo. We expected to return to Kosovo when the fighting stopped.
[6] “Kosovo” in Serbian, “Kosova” in Albanian. I quickly learned that the single letter difference is of incredible importance to the two sides. Except for this one reference, I have used the better known “Kosovo” spelling, since this is what most outsiders are familiar with.

The man spoke plainly as he explained the horrors he lived through in a Kosovo Liberation Army prison camp 10 years ago. He told me about how he watched people beaten with steel pipes, cut with knives, left for days without food, and shot and killed. Civilians were detained by the KLA and kept in prisons where some were killed
 

“What can you feel when you see those things?” he said. “It’s something that is stuck in my mind for the rest of my life. You cannot do those things to people, not even to animals.”
As the man talked, his mother paced nervously in the nearby kitchen. She was panicked and tears were streaming down her face.
“They’ll kill him, they’ll kill him,” she moaned, clutching one of her grandchildren.
But her son persisted. We spent hours in the family’s sitting room as our source detailed allegations of possible war crimes by KLA officers in a military camp in the Albanian border town of Kukes.
It was a crucial interview for a delicate story I have been investigating for years.
Mystery of the missing
Soon after the war ended in Kosovo, I started looking into the thousands of civilians who disappeared during and after the conflict. Many Albanian victims were dumped in wells or transported to mass graves as far away as Belgrade.

The Kosovo Liberation Army (KLA, UCK, OVK) abducted civilians in Kosovo who were then mistreated and in some cases killed, a BBC investigation has found. Kosovo Serbs, ethnic Albanians and Roma were among an estimated 2000 who went missing, both during and after the war in Kosovo.
BBC’s ‘Crossing Continents’ uncovers disturbing evidence of atrocities by the Kosovo Liberation Army (KLA) during and after the Kosovo War ten years ago. The headlines about the war have consistently focused on Serb war crimes against ethnic Albanians. However, after a five-year investigation, Crossing Continents can now reveal another side to the conflict which the world was not meant to see. Using documents and recorded interviews he has been gathering since 2004, reporter Michael Montgomery reveals what happened after the Nato bombing stopped and the Kosovar refugees began returning to their homes. Little has so far been established of the hundreds of Serbs and other non-Albanians who remain unaccounted for after the war. Through painstaking examination of the evidence, Michael shows for the first time how some of them met their death and where their remains could be buried. It is a story of abduction and murder, but this time most of the victims are Serbs, and the allege!

Michael travels to Western Kosovo, and from there over the border into Albania, following the route along which it is said hundreds of kidnapped men and women were taken to die. He journeys into Northern Albania, where it is believed that Serbs and others were held at secret camps, and where they were tortured and, in many cases killed. But some might say those killed within the secret camps were the lucky ones. In the countryside a few kilometres outside the town of Burrel there is a house where in 2004 a UN forensic science team conducted a search. Michael was one of only two journalists allowed to be present during the two-day operation. The aim of the search was to seek evidence to support claims that the KLA took several dozen hostages there to have their vital organs removed for sale before they died. According to documents seen by Crossing Continents, the findings of the forensic experts were of significant interest. That view is supported in the programme in an exclu!
sive interview with the UN’s former top forensic scientist in Kosovo, who took part in the examination of the house. He supports the allegation that material from the investigation was destroyed by the UN War Crimes Tribunal.

Members of the Al Qaida terrorist network are infiltrating into Europe through Kosovo with the help of the Albanian mafia, asserts the commercial secret agency “Debka” quoting experts for the fight against terrorism. The agency says that Al Qaida members start from Chechnya towards Europe and travel by ships via the Black Sea to Bulgaria, where they are greeted by the Albanian mafia that takes them to Skopje and Pristina, and then through their channels to Western Europe. “Debka” claims that the Albanian mafia is supplying Al Qaida with false travel documents and weapons, including the chemical weapon rizin, a powerful poison, and transports them from a hiding place to a hiding place before they arrive to the final destination. The agency claims that US Secretary of State Collin Powell has proof on the links between Al Qaida and the Albanian mafia, but adds that Washington decided not to bring forward this proof because the terrorist network is controlled by people from Saudi Arabia, necessary to the US administration over the upcoming military operation against Iraq.

New Jihadist Army Forming in Balkans

The next radical Islamic terror attack in America could well originate in a corner of the Balkans, where a new jihad force is taking shape quietly and unhindered. In its last issue, published on Friday, June 21, DEBKA-Net-Weekly’s military sources reported that close to 20,000 fighters, battled-hardened veterans and eager young recruits, are already under arms, with more joining up all the time.
An Islamist bloc of nations (whose formation has been reported in the past byDEBKAfile) - made up of Iran, Saudi Arabia, Iraq, al Qaeda and Hizballah, with active Palestinian support - is behind the new Muslim Balkan army. Saudi, Iranian and Iraqi intelligence services and al Qaeda operations officers in Macedonia, Kosovo, Bosnia and Albania are tasked with recruitment, training and organization. The units are armed with modern weaponry, including missiles and artillery, while handpicked young Muslim recruits have been sent to sign up at private flying schools, especially in the CzechRepublic and Bulgaria, as the nucleus of an air force.

The Iranian Revolutionary Guards (Pazdaran) have set up a logistical command center in the Iranian embassy in Skopje to coordinate the swelling movements of Iranian, Iraqi and Saudi instructors, organizers, couriers and bagmen in and out of the Balkans, usually from the Middle East. Most of the Saudis are al Qaeda operatives who fought in Afghanistan.
Until recently, they all traveled to the Balkans by indirect routes, careful not to draw attention to themselves, especially from agents of the US intelligence services attached to US Special Force contingents based in Kosovo and Bosnia. When they saw that no US intelligence service appeared interested in their activities, the travelers began to throw caution to the winds, freely using Skopje’s international airport for their comings and goings.
Our sources have failed to turn up any hand obstructing the emergence of the Balkan Muslim terrorist force, although fundamentalist governments of the Middle East and al Qaeda have fathered it for the aim of injecting young blood into the Islamic terror movement and invigorate the movement dedicated to violent assault against the West, primarily the United States.
The government of the former Yugoslav republic of Macedonia, headed by its president Boris Trajkovski, is painfully aware of the threat. But, 11 months after concluding a ceasefire with Albanian insurgents, its army can scarcely stand up alone to the youthful terrorist force, led by professional Saudi, Iranian and Iraqi military instructors as well as al-Qaeda terror experts.

Berlinwasser - RWE - Siemens - Telekom, die Balkan Korrumpierer

Echte Geschäfts Zeiten, als Joschka Fischer und seine "Mafia Diplomaten" mit seinen Bestechungs Firmen in Tirana die Preise der Schleuser Mafia weit unterbot: nur noch 400-500 DM von 1999-2005!
Das Siemens komplett alle Griechischen Parteien finanzierte und alle wesentlichen Politiker bestach, wie auch Telekom ist ja gut bekannt auch durch Haft Befehle. Aber bei Siemens ging der hoch angesehene Manager W.P. in Früh Pension und wurde durch diesen berüchtigten Griechen (Griechenland verhaftet den Siemens Manager: Prodromos Mavrides )  ersetzt, dem auch Albanien unterstellt wurde. Und dann ging eine Bestechungs Orgie ohnes Gleichen los, über den Lobby Verband DAW.

Einsamer Höhepunkt, war die Betrugs und Bestechungs Show von Berlinwasser, was im Schlepptau der inzwischen im Balkan gescheiterten RWE Spinner daherkam. Für die einfacheren Geschäfte, wurde gleich die komplette Deutsche Botschaft Tirana, der Mafia übergeben, zur schnelleren Visa Erteilung und anderen Kick Back Geschäften in Millionen Höhe.

2006 gab es erst Lizenz Gesetze in Albanien und so ist dann die einzige Frage noch, wieviele Millionen Bestechungsgelder + Visas an die Albaner Mafia es kostete, eine illegale Lizenz (30 Jahre) bei der Albaner Mafia zu erkaufen in 2002, wobei man über den Lobby Verein DAW, selbst ernannte Experten, aber nur für Bestechung

eine enge Kooperation mit der Drogen Mafia in Albanien eingegangen war, um Unfähigkeit und Inkompetenz, gepaart mit krimineller Energie zu kompensieren. Im Kosovo entsandte man die selben kriminellen Stukturen zum abzocken (vor allem aus SPD und Grünen Gangstern), wie ja gut dokumentiert ist. Hierbei war besonders BMZ Staats Sekretärin als Lobbyistin aktiv: Uschi Eid!
Legendär war ja auch der Grünen AA Staats Sekretär Ludgar Vollmer mit den Bundesdruckerei Geschäften in Tirana in 2001-02, der nicht nur Visas für die Mafia besorgte, sondern 600 blanco Pässe, welche in 2002 verhaftete Vize Innenminister Bujar Himci unterschrieb. Deshalb musste Ludgar Vollmer zurücktreten. ab 2000 mit Berlinwasser kamen nur noch Ganoven aus Bonn-Berlin nach Albanien.


Aus Albanien ist diese Bestechungs Truppe längst hinaus geworfen worden, nachdem sich die Albanische Staatsanwaltschaft mit den Geschäften von Berlinwasser und der Tochter Elber Sh.P.K. beschäftigen musste und man keine Visa Verkaufs Zusatz Gewinne machen konnte, mit der Albaner Mafia, nachdem der Bundestags Visa Ausschuss eingesetzt wurde und alle Deutschen Anzeige Erstatter ermordet wurden, als unerwünschte Zeugen. Heute kauft sich Berlinwasser korrupte Richter in Berlin, um ohne Gerichts Verfahren und Rechts Belehrungen, die letzten Zeugen Mund tod zu kriegen.Man hatte ja eine eigene Lobbyistin mit Büro im BMZ beschäftigt um Alles unter Kontrolle zu haben, was ehrwürdige Italienische Mafiosi zu einem ehrfürchtigem Brummeln verleitete.


Man musste die Koffer packen, und die Tochter Elber Sh.P.K. wurde 2007 mit einem Beschluß  der Albanischen Regierung für 80 € vom Staat übernommen, nachdem man nicht einmal die Verträge, noch sonstigen Finanz Richtlinien des Staates erfüllen wollte. Die Millionen der GTZ, BMZ und der KfW sind spurlos, wie in Mafiös geführten Firmen nun mal natürlich verschwunden, weil man ja nicht nur die Justiz in Berlin kauft, sondern man ein eigenes Bestechungs Lobby Büro im BMZ hatte.




 Bargeld war immer am liebsten und wird durch Fake Firmen und Fake Quittungen abgerechnet, über Verschleierungs Konten u.a. Liechtenstein verrechnet.
Methode Siemens wird überall heute kopiert, dank der Berliner Justiz, welche Beihilfe leistet.

1945 gab es in Tirana einen Dieselgenerator, der die wichtigsten Gebäude der albanischen  Regierung mit etwas Strom belieferte. Mehr gab es nicht im kleinen Balkanland. Aber es gab den Enthusiasmus des albanischen Volkes aus dem Armenhaus Europas, in dem kaum einer älter als 30 Jahre wurde – die Menschen wurden von der Malaria dahingerafft – ein blühendes Land zu machen. Und es gab die Partei der Arbeit Albaniens mit ihrem Vorsitzendem Enver Hoxha.
Albanien ist reich an Bodenschätzen. Es gibt Kohle, Erdöl und Kupfer. Diese Bodenschätze hatten sich die italienischen Faschisten aneignen wollen – und waren kläglich am Widerstand des Volkes gescheitert. Auch die Naziokkupanten sahen sich dem Volkswiderstand gegenüber.
Das Land ist bergig und zerklüftet, es gab kaum Straßen. Die Nazitruppen konnten ebenso wenig gegen die Partisanen unter Enver Hoxha ausrichten, wie vorher die Truppen Mussolinis.
1945 hatte sich Albanien aus eigener Kraft befreit. Die Engländer hatten – großzügig wie imperialistische Staaten nun mal sind – angeboten Truppen zu schicken. Die Albaner lehnten dankend ab. Sie wollten nicht von einer italienischen zu einer englischen Kolonie werden.
Der Aufbau des Landes war eng damit verknüpft, dass Albanien sich eine Energieversorgung aufbaut. Zunächst wurde das recht kleine Wasserkraftwerk „Lenin“ im Dajti-Gebirge. Es konnte die Hauptstadt und die Stadt Elbasan mit Srom versorgen. Bei Elbasan gibt Kohle und Eisenerz, also entstand hier ein großes Hüttenwerk. Heute ist es platt gemacht, die Arbeiter arbeitslos, Natürlich nur wegen der Umweltschäden. Als ob Umweltvernichtung schon je ein Grund für die Konzerne gewesen wäre, nicht zu produzieren. Inzwischen ist selbst die Wasserverssorgung und Abwasserbeseitigung in Elbasan in der Hand eines deutschen Konzern, der „Berlinwasser International“[2] Elbasan hat immerehin 100 000 Einwohner, es ist also viel Geld zu verdienen.
Es entstand in der Volksrepublik Albanien neben der Hüttenindustrie auch Petrochemische Werke (Fieri). Die Städte Elbasan, Tirana, Durres an der Adriaküste und die Petrochemische Metropole Fieri wurden bis zu den 70er Jahren mit einer Eisenbahn verbunden. Das war eine Aufbauleistung der albanischen Jugend.
Gleichzeitig wurde die Energieversorgung zugig ausgebaut. Die Partei beschloss, dass in Albanien bis zum Ende der 70er Jahre jede Stadt und jedes Dorf an die Stromversorgung angeschlossen sein werden.
Das war nicht nur ein Problem des Kraftwerksbaus, Aber auch, Die Volksrepublik Albanien nutzte hier einen Bodenschatz zur Energiegewinnung, den das bergige Land überrechlich hat: Wasser. Nach und nach entstanden große Wasserkraftwerke.  Noch heute kommen 97,09% des Stroms aus Wasserkraft, nur 2,91% von fossilen Brennstoffen.[3]
Aber ein ebenso großes Problem wie der Kraftwerksbau war der Transport der Energie. Da Albanien zum größten Teil aus schroffem Bergland besteht – also ich 1970 mit Ernst Aust in einer KPD/ML-Delegation Albanien bereiste, erinnere ich mich, dass wir von einer Küstenstraße auf eine unbefestigte Passstraße in nur wenigen Kilometern eine Höhe von 2000 m erreichten – war der Bau der Leitungen sehr schwierig. Aber das ehrgeizige Ziel Albanen voll zu elektrifizieren, wurde noch vor Ablauf der 70rt Jahre erreicht, Das entlegenste Dorf war an Elektrizitätsnetz angeschlossen.
Es war eine gewaltige Kraftanstrengung für das kleine sozialistische Land gewesen, aber ein notwendiger Schritt um das Land für das Volk zu entwickeln.
Und heute?
Die Früchte der Arbeit der Menschen der Volksrepublik Albanien haben sich direkt nach dem konterrevolutionären Umsturz korrupte Politiker im Verein mit der Mafia angeeignet. Deshalb kam es 1997 zu schweren Unruhen.
Aber all das ist gar nicht im Vergleich zu dem, was jetzt passiert. Die Stromerzeugung wird in die Hände westeuropäischer Konzerne verschoben, Sie eignen sich das an, was die Menschen dieses Landes erarbeitet haben.
Nachdem die Industrie Albaniens weitgehend platt gemacht wurde, folgt jetzt die Invasion der RWE, Ein und Konsorten. Natürlich ist ihnen die Stromversorgung Albanien nur ein Nebengeschäft, aber mit billiger Wasserkraft kann man mit wenigen Investitionen den Strom billig in das europäische Netz einspeisen. Zum Wohl der Profite der Konzerne.

(Eigener Bericht) - Sechs Jahre nach dem Überfall auf die Bundesrepublik Jugoslawien erhalten deutsche Energiekonzerne Zugriff auf wesentliche Anteile der Strom- und Gasmärkte in Südosteuropa. Das entsprechende Abkommen, das die vormaligen Nationalunternehmen der westlichen Konkurrenz ausliefert, soll am 26.Oktober unterzeichnet werden. Betroffen sind sieben Balkanstaaten, die sich verpflichten müssen, ihre Hoheitsgebiete den EU-Energieunternehmen endgültig zu öffnen. Die Übernahme wird von einer Kontrollbehörde außerhalb des Protektoratsgebiets überwacht. Bereits jetzt orientieren mehrere Balkanländer ihre Regelwerke für den Gassektor an deutschen Standards und geraten dabei in Abhängigkeit von Lieferfirmen aus der Bundesrepublik. Der Angliederung des südosteuropäischen Energiemarktes wird wegen der geografischen Brückenlage zum Mittleren Osten und nach Zentralasien hohe Bedeutung zugeschrieben.
Den vom Ost-Ausschuss der Deutschen Wirtschaft lebhaft befürworteten Anschluss an den Energiemarkt der EU haben Albanien, Bulgarien, Rumänien sowie vier ex-jugoslawische Folgestaaten (Kroatien, Bosnien-Herzegowina, Serbien und Montenegro, Mazedonien) ab Ende Oktober vorzunehmen. Tatsächlich ist die Aneignung durch westliche Großunternehmen längst beschlossen. Eine Studie der Weltbank rechnet mit einem unmittelbaren Kapitaltransfer in Höhe von mehreren Milliarden Euro. Die Durchsetzung der Vertragsbestimmungen soll in Wien sichergestellt werden, wo sich Österreich eine bestimmende Kontrollfunktion im Finanzwesen gesichert hat (Financial/Legal Advisor). Beobachter rechnen mit Auseinandersetzungen um die Person des zukünftigen Direktors der Behörde, der aus einem EU-Kernstaat stammen wird.
Drehscheiben
Deutsche Energiekonzerne haben sich in den vergangenen Jahren günstige Ausgangspositionen für die Übernahme geschaffen und bauen dabei teilweise auf österreichische Unternehmen. So nutzt RWE für die Südosteuropa -Expansion den Kärntner Kelag-Konzern, an dem die Essener Firma im Jahr 2001 rund ein Drittel der Anteile übernommen hat. In Ungarn, das seit dem Zusammenschluss der beiden europäischen Stromnetze im Oktober 2004 [1] als günstiger Standort für die Eroberung des südosteuropäischen Strommarktes gilt, kontrolliert RWE zwei Stromversorger (ELMÜ, EMASZ) und hält Anteile an Gasversorgern (TIGAZ, DDGAZ). Die Düsseldorfer Eon AG schreibt Ungarn eine „Drehscheibenfunktion“ [2] auch für das Gasgeschäft in Südosteuropa zu und hat dort bedeutende Übernahmen getätigt [3]. Wie ein Konzernsprecher gegenüber german-foreign-policy.com bestätigt, will die deutsche Eon AG ihre Position in Ungarn, Rumänien und Bulgarien weiter ausbauen.
Vorlage
Die vier ex-jugoslawischen Folgestaaten Serbien und Montenegro, Kroatien, Bosnien-Herzegowina und Mazedonien orientieren sich bei der Neuorganisation ihrer Gasversorgung seit mehreren Jahren unmittelbar an Deutschland. Die Deutsche Vereinigung des Gas- und Wasserfaches e.V. (DVGW) setzt den Vertretern aus Ministerien, Gasvereinigungen und Gasunternehmen der vier Länder seit 2002 Standards, mit denen die jeweiligen Ordnungsrahmen für den nationalen Gassektor restrukturiert werden. „Das deutsche Regelwerk wird dabei als Vorlage genommen“, heißt es auf Anfrage dieser Redaktion. Gleichzeitig übermitteln die deutschen Spezialisten Organisationskriterien, deren Übernahme spätere Detaileinblicke in die nationalen Restbestände der einst autonomen Energiestrukturen erlaubt - ideale Voraussetzungen für deutsche Beteiligungen oder Aufkäufe. In den Balkanstaaten gebe es „viel Potenzial für Investoren“, erklärt der Chairman des DVGW-„Koordinierungsausschusses Südosteuropa“, der in enger Abstimmung mit deutschen Ministerien tätig ist.[4]
Athen-Prozess
Die bevorstehende Übernahme ist ein Ergebnis des „Stabilitätspaktes für Südosteuropa“, der noch während der Dauerbombardements auf jugoslawische Städte und Dörfer im Auswärtigen Amt (AA) entworfen wurde. Die Federführung hatte der damalige Außenminister Fischer. Darin fordert das AA „ausbaufähige Absatzmärkte, Investitionsstandorte“ und „Anreize für int. Unternehmenskooperation“ auf dem Balkan.[5] In Erfüllung dieser Vorgaben fand im folgenden Jahr eine „Energietagung Südosteuropa“ statt, in deren Mittelpunkt die „Reorganisation und Neustrukturierung der Energiemärkte“ stand. Ausrichter war die Berliner NBLD Ost Consult Holding GmbH, die im osteuropäischen Energiegeschäft für deutsche Firmen tätig ist. Im März 2002 legte die EU-Kommission entsprechende Vorschläge vor, im November 2002 hatten die betroffenen Länder eine diesbezügliche Vereinbarung zu unterzeichnen („Athen-Prozess“). Eine neuerliche Vertragsbindung schließt am 28. Oktober die Normierungsphase ab, so dass anschließend mit der Umsetzung begonnen werden kann - unter den Augen der in Wien residierenden Kontrollbehörde über das Balkan-Protektorat.
Outcasts
Der Eingliederung des südosteuropäischen Energiemarktes messen Berlin und Brüssel hohe strategische Bedeutung bei. Sie werde „Energieverbindungen mit Südosteuropa und darüber hinaus mit dem Mittleren Osten und der Kaspischen Region“ schaffen, heißt es bei der EU.[6] Entsprechende Pipelineprojekte sollen die zukünftige Versorgung der europäischen Kernstaaten mit Rohstoffen aus Zentralasien [7] und dem Iran [8] sicherstellen - unter planerischer, logistischer und hoheitlicher Aufsicht Deutschlands sowie der übrigen Unionsstaaten. Die Einwohner der betroffenen Transitländer haben ein weiteres Nachsehen: Von den finanziellen Umverteilungseffekten, die das milliardenschwere Energiegeschäft im EU-Gebiet zur Folge hat, bleiben sie ausgeschlossen - Outcasts, da Nicht-Mitglieder der EU.

Bei der Übernahme der Griechischen Telekom  OTE, erhielt die Ehefrau des Griechischen Finanzministers, den neu geschaffenen Posten bei der Telekom: Europa Liegenschafts Verwalterin. 2009, wurden dann 50% der Kauf Preises in Deutschland von der Steuer abgeschrieben. Kurz gesagt, finanziert diese Bestechungs Orgien der Deutsche Steuerzahler und oft mit Krediten der KfW.

Pristina, Kosovo - Die Justiz ist die schwächste Institution im Kosovo, sagte der Human Rights Watch (HRW) in einem Bericht von lokalen Medien Mittwoch (20. Januar notiert). Nach ihr, kämpfte EULEX im vergangenen Jahr in vollem Umfang in den Kosovo zu entsenden und seine Aufgabe des Aufbaus eines funktionierenden Justizsystems auszuführen. Trotz Optimismus, dass die EULEX-Mission des Rechtsstaats in den Kosovo gebracht, der Judikative das schwächste Organ bleibt, sagte der HRW. Auch sagte er einen Mangel an internationalen Konsens über den Status des Kosovo als einen souveränen Staat weiterhin die Bemühungen zum Schutz der Menschenrechte zu behindern. PRISTINA, Kosovo -- The judiciary is the weakest institution in Kosovo, the Human Rights Watch (HRW) said in a report quoted by local media Wednesday (January 20th). According to it, EULEX struggled last year to fully deploy throughout Kosovo and to execute its task of building a functioning justice system. Despite optimism that the EULEX rule of law mission brought to Kosovo, the judicial branch remains the weakest institution, the HRW said. Also, it said a lack of international consensus on Kosovo's status as a sovereign state continues to impede efforts to protect human rights. Kommentar zur EULEX Justiz- und Polizei Mission:

Von den bisherigen über 10 Milliarden € der Aufbau Hilfe ist im Kosovo Nichts angekommen, sondern die Politischen Strukturen haben sich nur selbst bedient und u.a. das übliche Mafia Import- Export Monopol mit den kriminellen Clans errichtet. Die Justizministerin Kelmendi, hat Alles unter Kontrolle, um ein Milliarden schweres Vermögen an Immobilien und Wirtschafts Monopolen zu errichten! Der Mafia Clan der Kelmendi, ist Langzeit Partner des Osmani Clans in Hamburg und Deutscher Politiker.


Deutsche Wirtschafts Förderung bedeutet, wie leicht zu erkenen ist vor allem: Förderung des Drogen Absatzes nach Europa und Bestückung mit Sex Sklaven der EU Bordelle, damit auch weiterhin Politiker wie Michael Friedman gut versorgt werden auch mit Koks durch die Albaner wie Joschka Fischer.

Ein früherer Kommandant der Kosovo-Friedenstruppe Kfor sprach indes der Eulex in einem Interview mit der Belgrader Zeitung Vecernje novosti die Sinnhaftigkeit ab. Die UNO schicke schon seit acht Jahren Richter und Polizisten in den Kosovo und habe dabei überhaupt nichts erreicht, sagte der italienische General Fabio Mini. Die Autorität der Unmik im Kosovo sei "praktisch inexistent". Im Kosovo sichere derzeit niemand den Frieden, und auch die EU-Mission könne dies nicht schaffen.......

Durch Import von Lebensmitteln kann man halt mehr verdienen, wenn man jede Art von Lebensmittel Produktion und Aufbau eine Agrar Wirtschaft im Kosovo (der früheren Kornkammer von Jugoslawien) verhindert.

Dies zum Deutschen- EU und UN Mafia System im Kosovo, was fest betoniert wurde mit den bekanntesten kriminellen Clans, wie Kelmendi, die Drenica Gangs um Thaci und im Westen der Terroristen und Verbrecher Clans Haradinaj.

ImageKastriot Islami declared at the program “Studio e Hapur” in Alsat that there is a big possibility that the socialist deputies will enter the parliament before the expiry of the 6 months deadline of the validity of the mandates predicted by the constitution. “I think that it is most probably that they will enter. If they will not enter or will enter partially, the constitution will be applied and this will be a cost for the individuals and for PS because it is not easy to think that the deputies of PS that were considered important will lose their mandate. This will have an impact even in the electorate”, said Islami.

The replacement of the deputies if they don’t enter in the parliament is considered as a constitutional solution by Aurela Anastasi, Clirim Gjata and Oerd Bylykbashi. It also emphasized that the procedure of replacement will cause an institutional shock.

“If these deputies will not return in the parliament, the constitution is very clear” said Bylykbashi.

“I hope that for the first time the politics will subdue to the constitution and the law. So we will have appliance of the constitution, a constitutional and law solution” said Gjata.

“Even in interrupting the mandates or in applying the electoral code, I predict and institutional shock and consider this as the disregard of the constitution by the political forces” said Anastasi.

Brüssel - Rumjana Schelewa ist eine ehrgeizige Frau. Gerade einmal 40 Jahre alt, hat sie es schon zum Mitglied des Europäischen Parlaments und zur Außenministerin ihres Heimatlandes Bulgarien gebracht. Im nächsten Monat nun will sie ihre Karriere mit einem neuen Amt krönen: dem der EU-Kommissarin, zuständig für internationale Zusammenarbeit und humanitäre Hilfe. Doch nun kommt Ärger auf sie zu. Augenscheinlich flößt ihr das internationale Arbeitsumfeld, in dem Eitelkeit und Selbstüberschätzung für manche zur Grundausstattung gehören, keinen zu großen Respekt ein. "Ich bin nicht als Politikerin geboren, ich werde nicht als Politikerin sterben wollen", sagt sie nonchalant.....


Krassimir Schelew arbeitet für die Central Cooperative Bank, die wiederum zu der mächtigen TIM Group gehört, einem Geschäftsimperium an Bulgariens Küste, dessen Besitzer laut bulgarischen Medien zu den reichsten Männern des Landes gehört. Immer wieder gibt es Vorwürfe gegen die Gruppe, etwa wegen Geldwäsche, doch bislang konnte nie etwas bewiesen werden. "Das liegt nicht zuletzt am bulgarischen Justizsystem, das überhaupt nicht funktioniert", meint ein Beobachter in Sofia. Bewiesen oder nicht, der Chef der Grünen im EU-Parlament, Daniel Cohn-Bendit, hat Schelewa bereits aufgefordert, die Vorwürfe aufzuklären, "sonst könnte ihre Wahl schwierig werden". Die letzten Tage des Jahres werden für Schelewa ohnehin stressig. Die promovierte Soziologin, die als Lektorin für Europäische Studien an der Universität Magdeburg gearbeitet hat, muss vor der dreistündigen Anhörung Hunderte Seiten Material durcharbeiten. Geprüft wird sie vom Ausschuss für Entwicklung.....

Bulgaria's EU commissioner-designate withdraws

BRUSSELS, Belgium -- EU Commissioner-designate Rumiana Jeleva has withdrawn her candidacy, according to a letter sent to Prime Minister Boyko Borisov and quoted by news agencies Tuesday (January 19th). In her letter, Jeleva -- tapped to become the next commissioner for International Co-operation, Humanitarian Aid and Crisis Response -- asked Borisov to "accept my resignation from all positions I occupy so that you could take the necessary steps to withdraw my candidacy for Bulgarian EU Commissioner". Borisov accepted the resignation, but asked Jeleva to remain in her post as foreign minister. The prime minister also accepted Kristalina Georgieva, currently vice-president of the World Bank, as the new candidate.
Jeleva's performance during her confirmation hearing last week came under heavy criticism and raised doubts about her business background. Some suggested that she failed to declare a possible conflict of interest related to a company she once owned. On Monday, European Parliament member Jozsef Szajer cleared Jeleva's name, announcing that EU lawyers found no discrepancies with documents she filed. Commissioner-designate Rumiana Jeleva was the CEO of a company established by the former communist secret services in Liechtenstein, a leading socialist MEP told EurActiv yesterday (18 January) as the European Parliament’s legal service appeared to clear Jeleva of any wrongdoing.
Ivaylo Kalfin - a former Bulgarian foreign minister (in office before Jeleva) and currently an MEP from the Socialists and Democrats (S&D) group and vice-chair of the Parliament’s budget committee - said that companies established by Bulgaria’s former communist services are still the best-kept secret of the country’s transition, and are deemed to be responsible for stealing much of the country’s wealth.
The association of Ms. Jeleva with such a company, ETKO Schneiders, is a serious blow to her integrity, he said.
In 1999, Jeleva, 30 years old at the time, was appointed CEO of ETKO Schneiders, documents from public registers show.
At that time, 49% of the firm belonged to ETKO Dunavia - a Bulgarian subsidiary of ETKO European Trading Establishment - a company which was registered in Vaduz, Liechtenstein in 1988, one year before the collapse of the communist regime in Bulgaria.
According to a recent investigation led by Dnevnik, the partner publication of EurActiv in Bulgaria, as well as allegations by a former prosecutor who has written a book on the subject, this firm was one of the former Bulgarian communist secret services’ iconic foreign companies.
The information linking Jeleva to controversial firms, first disclosed by Paris-based Bulgarian journalist Atanas Chobanov, was taken up by the Bulgarian media on Monday (18 January).

Some 2,000 workers at the Montenegrin steelworks compay Niksicka Zeljezara started protesting on the streets of Niksic on Monday due to unpaid salaries and the termination of production at the company.

In an interview with Montenegrin daily Dan, the president of the union of the company's employees, Janko Vuicinic, said that the employees will not give up the strike and that they are ready to block roads and to hold strikes in Podgorica if officials do not respond to their requests quickly.

"If we decide to go to Podgorica it would be one way, as we are not going back to the factory unless they return us there. Otherwise, those who decide our destinies will not keep their posts," Vucinic said while addressing an audience at the protest in Niksic.

The workers reportedly requested their unpaid salaries be paid and the relaunching of production, which was stopped in early October last year because the majority owner of Niksicka Zeljezara - the British company Montenegro Speciality Steels, MNSS - began experiencing financial difficulties. The last salary paid was in October, when production stopped.

Besides regular payment of salaries, MNSS was supposed to pledge investment worth 117 million euro, according to the sales contract.

According to Beta news agency, production will restart in spring, when the new electric arc furnace is to be installed. Employees, however, have expressed doubts about the plan.
