Albania’s Authorities Allow Jailed Politician Beleri to be Sworn in as MEP

Albanian authorities allowed the jailed ethnic Greek mayor-elect of Himara, Fredi Beleri, to leave prison near Fier on Monday to travel to Strasbourg to be sworn in as a member of the European Parliament.
The Greek ruling New Democracy party ran Beleri as a candidate in the European elections in May amid a diplomatic spat with Albania over his jailing.
“Thank you for the support all these months, I’m excited and happy, the rest we’ll talk about in Athens,” Beleri said on his way out of prison in Fier.
Albania’s Ministry of Justice and General Directorate of Prisions granted Beleri a five-day permit to go to France, but told him to contact a police officer every day at 2pm.
Beleri got into a Greek embassy vehicle to go to Tirana to fly to Athens and then on to Strasbourg to be sworn in as an MEP on July 16.
The 52-year-old ethnic Greek politician was elected mayor of his hometown of Himara, on Albania’s southern coast, in local elections in May 2023.
He was arrested two days before the elections on charges of vote-buying. He claims the case against him was manufactured by the Albanian police on political orders. Albania’s government claims it has nothing to do with his arrest.
The Special Court Against Corruption and Organised Crime sentenced him to two years in prison in March; Albania’s Court of Appeals on June 25 upheld his conviction potentially barring him from Albanian political life for two decades. The Central Elections Commission, CEC, on July 5 removed his mandate. Beleri can appeal the decision within 30 days.
Beleri filed repeated requests to Albania’s judicial institutions to allow him to take the mayoral oath of office. However, they were dismissed, leaving the ruling Socialists effectively in charge of the small coastal municipality.
Greece’s centre-right ruling New Democracy party then named Beleri as a candidate in the European Parliament elections in May, despite him being in prison in Albania. He won some 237,925 votes in Greece in the elections, even though he could not canvas.
The Beleri case has caused a diplomatic row with Greece, which has threatened to block Albania’s EU accession progress if it does not respect the politician’s rights.
