Leka of Albania was one of the most colourful and controversial characters on the 20th century Balkan scene, and one of the last links with the pre-Second World War Zogist monarchy. He was born in 1939 into a world of deep political crisis, with the government of his father, King Zog, Albania's first king, about to be snuffed out by Mussolini's forces. When Leka was one day old, his father held a great military parade in the capital, Tirana, a great provocation to the Duce in Rome.
Plans were laid for the immediate exile of Leka and his mother, Queen Geraldine. Zog's plan to retire to the mountains to head an anti-Fascist resistance was stymied by the treachery of the Yugoslavs, and he, too, fled into exile – in such confusion that the family Fabergé eggs and the queen's fortune were left behind – the family and a small entourage settling in northern Greece.
Leka was not to return to Albania for over 50 years, and the greater part of his life was spent in peripatetic exile, dominated by his mother, and he did not marry until 1975. The forceful Geraldine had numerous contacts among the European aristocracies, and most of the Second World War was spent in London, where they lived in the Ritz hotel for a time, and then near Ascot.
Zog's hope that he would be able to secure British support for his return to the throne when the war ended was reinforced by his close relationship with key members of the Special Operations Executive, like Julian Amery, who were sent from SOE HQ in Cairo to assist the pro-royalist resistance to the Axis. The Foreign Office, though, was never inclined to forgive Zog for his pro-Italian leanings in the 1930s and gave enough support to pro-Communist groups under the control of Enver Hoxha's Partisans to enable them to seize power before the war ended elsewhere in Europe. Amery remained a lifelong friend.
The family then moved to Egypt, where the Farouk monarchy was of Albanian descent, and the 10-year-old Leka was enrolled at Victoria College. He was a quiet, studious boy, already set apart from his contemporaries by his towering height – by adulthood he stood nearly 7ft tall. He survived life-threatening bouts of pneumonia and bronchitis, and in 1952 they left Egypt, as the Nasserite revolution approached.
In April 1961, while they were living in Paris, Zog died and Leka wassuddenly thrust into the limelight.He was consecrated King of the Albanians in the Hotel Bristol in Paris, in contrast to his father, who had been only King of Albania, and throughout his life he was a firm supporter of the national cause in Kosovo, the Cameria region of north-west Greece and western Macedonia.
In his 20s Leka was a great admirer of General Franco's Spain, and duly moved there in the mid-Sixties. Leka had always been fascinated by weapons, and was immensely proud of the fact that, when once an assassination attempt was made on his father, Zog was the only monarch in history known to have returned fire.
Leka travelled with a large personal arsenal, something that sometimes brought him into conflict with the authorities in transit countries. He acquired a raffish reputation as an arms dealer in the West, and some countries barred his entry. Politically, his struggle was always to establish his legitimacy, in the face of the problem of the collaboration of his father with Italy in the 1930s, and the underlying fact that Zog, only a tribal chieftain in his youth, had no long or stable royal lineage. But in romantic, if often uncertain, exile he had at least had a clear role to play.
The end of Communism in 1990-91 complicated his life considerably. He wished to return to Albania but for a long time was unable to do so, as he would not accept that he was not still the legitimate king, and had that title on his passport. He was arrested at Tirana airport on one occasion and deported in 1995, allegedly to Brazil. His followers in Albania were split into two groups: those who wanted a constitutional monarchy; and those who wished to see him return to power under the semi-dictatorial 1929 constitution of his father Zog.
These tensions came to a height in 1997, when Leka was persuaded to return to Tirana to make a bid for power. He did so, and a referendum on the monarchy was only narrowly defeated, Leka claimed by the electoral manipulation of Daan Everts, the head of the Organisation for Security and Co-operation in Europe. Leka's paramilitary units led an attack on the government buildings, and he only narrowly escaped arrest. He returned to exile in South Africa; the royalist cause seemed irrevocably lost, and it appeared unlikely that he would ever see his homeland again.
Yet, in one of the dramatic reversals of fortune that dominated his life, he was rescued from political oblivion by the Kosovo crisis. He had always campaigned actively and without thought of personal gain on the Kosovo Albanians' behalf, and had built up much goodwill in that community in their fight against Serbian occupation. He and his followers played a positive role in the wartime period, and millions of dollars were raised by royalist exiles in the US, particularly in Detroit, for humanitarian relief and for munitions for the Kosovo Liberation Army.
As the political atmosphere eased in Tirana, Leka returned to live in a grand house owned by an Albanian-American multi-millionaire and recently vacated by the Greek ambassador, a particularly satisfying irony as Leka had always regarded Greek expansionism as one of the central causes of instability in the region. The fact that he had been diagnosed with a terminal illness and his abstention from controversial political activity no doubt eased his passage home.
He continued to fight for Kosovo until his death, and in spring 2003 addressed a highly emotional gathering tocommemorate the foundation of the Prizren League at which he endorsed the principle of reunification of the Albanians. During his final years Leka stoutly resisted his illness but retired from public life, spending most of his time in Albania and taking great pride in his son's achievements as an officer cadet at the Royal Military Academy Sandhurst, in Britain.

Three cases of identity card falsification
Korca Prosecution has taken under investigation the 34-year-old woman that applied twice for the identity card and biometric passport with different identities.

Police says that Xhambazi has applied on behalf of other family members who were in Greece and could not apply. The violation was noted when the employees were processing the data in the system, and there was a conflict of generalities and fingerprints.

According to the data, this is not the only case. Only two days ago, the Korca Prosecution started investigating two other persons who have applied twice for different identities.

According to the data, the 21-year-old Brisian Laloti from Korca and the 28 year old Seran Bace from Biranj village have applied for their family members who were outside Albania. According to the police, these two persons are under investigation for falsification of identity documents.

September has seen devout Muslims again flocking to Albania’s only “burqa beach” after the Ramadan holy month, where women bathe in full hijab − a short distance from the “other” Albania where girls romp in scanty bikinis.

The contrast is not to everyone’s liking but is a testament to Albania’s centuries-old tradition of religious tolerance, which even survived nearly half a century of a communist rule that tried to stamp out all religion.


About two-thirds of this Mediterranean state’s 3.2 million residents are Muslim. Much of the rest is Christian − both Orthodox and Catholic − and co-habitation among the different faiths is the norm in EU-hopeful Albania.

Wikileaks “reveals” scandals
Wikileaks published a series of diplomatic documents regarding Albania during the period 2006-2010, which are attached to the folder with the cables collected from all US embassies in the world, including that of Tirana.
One of the documents underlines the so-called “Berisha’s breakdown in the Parliament” on February 23rd 2008, when he offended and threatened with death the opposition MP, Taulant Balla, using bad language.

The US Embassy in Tirana comments:

“Although Berisha’s breakdown is nothing new, this rhetoric from the Prime Minister has shocked the strongest political class and the media. ‘Shame and embarrassment’ were the most common reactions.”

“Berisha’s screams added the speculations that the increasing pressure after the tragedy of Gerdec and the verge of the new parliamentary elections have found Berisha in a difficult situation”.

Another cable refers to the General Prosecution and Albanian Government request for expertise assistance in the investigations of Kosta Trebicka’s death, the key witness and whistleblower of the Gerdec trial.

Regarding Gerdec, another document mentions the “pro-Berisha” media, such as TV Klan and Koha Jone, which undertook a wave of attacks against the General Prosecutor Ina Rama.

The comments of the US embassy say that “these media attacks are signals of the government’s next move with their campaign for undermining the General Prosecution’s independence. This last tactic is only an effort for making the Prosecution follow the government’s line and lead ‘soft’ investigations for the sensible cases of Gerdeci and Fazllic, which have harmful implications for the government. There is another hit for the Prime Minister, when his son-in-law Jamarber Malltezi was accused of abusing with the World Bank funds for personal interests for the Development of the Southern Coastline Plan.

The comment of the US embassy says that five months before the parliamentary elections, other corruption scandal – besides Gerdeci, Durres Kukes road and the agreement with Damir Fazllic – darkened Berisha’s anti-corruption image and increased the public perception that the Prime Minister, his family and his close circle is using the power for increasing their own wealth.

Corruption of state officials and power abuse are a hot topic for the voters, but also a double blessing for the opposition, referring to their past and present business agreements.

For the US embassy, the scandal of the former Minister of Culture, Youth and Sports, Ylli Pango, who appeared asking sexual favors in exchange of a job in a video-scandal broadcasted by Top-Channel, shows how merciless was the ruling party for discharging him.

While the Foreign Minister Lulzim Basha was facing trial for power abuse and the Defense Minister Fatmir Mediu was also under investigation, Berisha and Topalli couldn’t afford another scandal in their cabinet.

“Their quick response showed that Pango was not liked in many circles, but also the sensitivity of the Prime Minister before the elections for avoiding another scandal that includes the ministers of his government”, the cable continues.

Another cable also mentions the public appearance of the US Embassador John Withers in the comic show “Portokalli”, which enjoys very high ratings, and its effect in the public. According to the US Embassy, this makes the Albanian public understand the political, social and cultural values of US.

EU Commission: Albanische Mafia Politiker sind zu blöde zum wählen

Seit 8 Monaten ist der Volks Terrorist, Mafia Boss, extrem Verbrecher, Bin Laden Freund, Chef für den Bruch des UN Waffen und Treibstoff Embargos ab 1994 im Balkan, Chef der Land- und Grundstücks Mafia isoliert, Aber Dumm Gestalten wie Salih Berisha und seine Hirnlos Regierung, kapieren sowieso Nichts und Gesetze kennen diese Gestalten sowieso nicht.

Mit solchen "State Caputure" Ländern, wo nur noch die Mafia etwas zu Sagen hat, wie im Kosovo, Montenegro, Bulgarien, verdienen sich die angeblichen EU Experten eine Goldene Nase, weswegen Selbige gar keine Lust haben, solche Staaten in Funktion der Gesetze zu bringen.

Oft sind die EU Experten, nur dämliche Parteibuch Gänger, welche zu dumm sind in Europa einen Job zu finden. Also organisiert man einen Non-Stop Konferenz Tourismus, was man in Albanien gut kennt.

Heute ist Albanien weniger Demokratie, als in 1997, oder 1990, denn man hat keinen Respekt mehr vor Menschen und dem Eigentum Dritter. Mörder und Drogen Bosse kaufen sich frei bei der korrupten Justiz, wo die EU Justiz Mission EURALIUS, Millionen gekostet hat und ein negatives Ergebniss sogar hat.

Eine richtig funktionierende Polizei gibt es nicht in Albanien, weil die Salih Berisha Mafia, wieder Tausende von total Idioten in den Polizei Dienst steckte, als Parteigänger aus Kukes und Tropoje, welche Null Schulbildung und Kultur haben. Aber dafür darf man nun 5 Polizei Ausbilder nach Afghanistan entsenden, weil die Bankrott Betrugs Macht USA es so wünschen.


Albania unable to hold elections, EU admits

In an unprecedented statement, EU High Representative Catherine Ashton and Enlargement Commissioner Štefan Füle lamented yesterday (19 July) the failures of the Albanian electoral system, urging the EU hopeful to undertake deep parliamentary reform.

Background

Every Albanian election since the fall of communism in the early 1990s has been marred by accusations of fraud, but the last parliamentary and mayoral elections left the country in political paralysis.
National elections, held on 28 June 2009, saw Albania's dominant post-communist politician Sali Berisha clinch a second four-year term as prime minister. The opposition Socialists refused to accept the results and accused his government of corruption and vote fraud.
The opposition has boycotted parliament ever since, making it impossible for the country to adopt much-needed reforms on the road to EU accession. Key decisions require a three-fifths majority in parliament to be adopted.
A similar scenario developed place following the 8 May mayoral elections. The opposition candidates claimed that their leader Edi Rama had won the Tirana mayoral contest by 10 votes. But the ruling Democratic party denounced what it claimed was a misplacing of ballot boxes, declaring a victory for their candidate Lulzim Basha by 95 votes, which was confirmed by the court. In return, the opposition accused the government of "stealing votes".
Tensions have been brewing in the impoverished EU hopeful, which has not been immune to violence. Three people were killed during protests in January, which the Prime Minister Sali Berisha himself likened to the 'jasmine revolts' on the other side of the Mediterranean.
Albania has said it would like to achieve EU candidate status by the end of this year.
Ashton and Füle lamented the fallout from the recent mayoral vote in Tirana (see 'Background') and used simple and unusual wording to convey the message that the electoral system in Albania needs "urgent" and "thorough" reform.
"The elections in Tirana were not good as they demonstrated beyond doubt that the electoral framework needs to be reformed," the top EU officials stated.
In their written message, Ashton and Füle call on the Albanian authorities to follow the recommendations of the Venice Commission, the Council of Europe's specialised body set up to provide urgent constitutional assistance to Central and Eastern Europe.
"It is time for political forces in Albania to overcome the political stalemate and return to a level of political dialogue that would allow the proper functioning of key democratic institutions, notably the parliament," the two representatives state.
EU officials recently denounced the "lack of political maturity" in Albania, who officially says it would like to achieve EU candidate status by the end of this year.
In an unprecedented gesture, European Commission President José Manuel Barroso cancelled a trip to Albania last May, signalling that patience with the EU hopeful was wearing thin in Brussels circles.
EU insiders had hoped that Croatia's recent successful closure of the accession negotiations would give new momentum to the remaining membership hopefuls in the Western Balkans: Albania, Macedonia, Bosnia and Herzegovina, Serbia and Kosovo. However, with the exception of Serbia, the region's EU hopefuls appear to have provided more disappointment than success recently.
Albania has experienced a difficult transition to democracy partly due to the fact that under communism, the country was a de facto autarchy which had almost no contact with the outside world.

Plot 134 oficerë të lartë të Forcave të Armatosura të Shqipërisë janë liruar në mënyrë të befasishme nga detyra dhe brenda një muaji do të dalin në rezervë. Me urdhrin nr.930, datë 27 maj 2011, të firmosur nga ministri, Arben Imami, Ministria e Mbrojtjes urdhëroi daljen në rezervë të oficerëve aktivë, duke nisur që nga fundi i qershorit 2011.
Por disa prej oficerëve të listës që posedon “Shekulli”, nuk janë pranuar të futen nëpër institucionet ku punojnë, kur janë kthyer për të nisur javën e punës të hënën, dy ditë më parë. “Urdhri është firmosur të shtunën në mbrëmje vonë, kur administrata është pushim dhe pa dijeninë e personave të futur në listë”,- tha një zyrtar i Ministrisë së Mbrojtjes dhe disa prej oficerëve të larguar nga puna, janë vënë të hënën para faktit të kryer.
“Shekulli” tentoi të bisedojë me dy prej oficerëve që Ministria e Mbrojtjes urdhëroi t’i nxjerrë në lirim, kolonelin Kujtim Rustemaj dhe kolonele Suzana Jahollari, të cilët refuzuan të komentonin urdhrin e ministrit Imami.
Ministri i Mbrojtjes i ka dhënë të gjithë ushtarakëve të larguar lejen e zakonshme të detyrueshme për vitin 2011 nga data një qershor deri në fund të muajit. E më pas të drejtat financiare iu ndërpriten në 1 korrik 2011, për tu trajtuar më pas sipas ligjit “për sigurimin shëndetësor suplementar”.
Një zyrtar i Ministrisë së Mbrojtjes deklaroi për gazetën “Shekulli”, se gjithçka është bërë konform ligjit dhe sipas kritereve që duhet të plotësojë ushtria shqiptare pas anëtarësimit në NATO në prill 2009. Sipas tij, lirime të tilla kanë ndodhur edhe gjashtë muaj më parë dhe sërish do të vijojnë. Por ish-ushtarakë të kontaktuar nga gazeta thanë se spastrimet e fundit të ministrit Imami, janë në dëm të afrimit të ushtrisë shqiptare me standardet e ushtrive të tjera të vendeve anëtare të Aleancës.
Në listën e gjatë, shumica e oficerëve të liruar janë kolonelë, nënkolonelë dhe majorë dhe të larguar nga gati të gjitha armët e Forcave të Armatosura të Republikës së Shqipërisë.
Shkarkohet kolonel-ja që mbrojti paktin detar
Ndër zyrtarët e lartë të ushtrisë të shkarkuar nga ministri Imami ndodhet edhe një nga personat që ka marrë pjesë në paktin detar me Greqinë. Kolonelja quhet Suzana
Jahollari dhe emri i saj shfaqet në korespondencën mes kolonel Myslim Pashait dhe ministrisë. Jahollari, në emër të Ministrisë së Mbrojtjes, kundërshton kolonel Pashain.
Në përgjigjen që i është kthyer kolonelit në datën 31 gusht 2008, Ministria e Mbrojtjes,
përmes nënkoloneles Suzana Jahollari pretendon se, “nënshkrimi i projekt-marrëveshjes dypalëshe midis Republikës së Shqipëris dhe Republikës së Greqisë, lidhur me delimitimin e hapësirave detare mbi të cilat ushtrohet sovranitet në bazë të së drejtës ndërkombëtare, buron nga neni 83 i Konventës së Montego Bay-it të vitit 1982
(UNCLOS), në të cilën të dy shtetet janë palë. Në formulimin e kësaj marrëveshjeje janë zbatuar rigorozisht parimet themelore së kësaj Konvente”.
Sipas Jahollarit, “në këtë marrëveshje janë pasqyruar të drejta të tilla si ajo e sovranitetit shtetëror për qëllimet e shfrytëzimit të burimeve natyrore të shelfit kontinental, statusi i pasurive nënujore dhe hapësirës ajrore mbi të, gjendet i reflektuar dhe një parim tjetër shumë i rëndësishëm, që është e drejta e kalimit paqësor, artikulli 15 i UNCLOS, i cili përcakton mënyrën e delimitimit të detit territorial midis dy shteteve që janë ballë për ballë ose fqinjë, si dhe kapitulli VI i saj, ku trajtohet Shelfi Kontinental”.
Zyrtarja e lartë e Ministrisë së Mbrojtjes duke vënë në dukje se, “kjo projekt-marrëveshje është përgatitur nga një grup profesionistësh të fushës juridike, ushtarake dhe politike”, fton profesorin Pasha që të shkojë pranë këtij institucioni për t’u njohur me praktikën e ndjekur për nënshkrimin e këtij dokumenti me palën greke.

State Secretary of the Ministry of Defence Pjer Simunovic received on Tuesday, June 30, to an official visit the Defence Inspector General of Albanian Armed Forces Susana Jahollari.
On that occasion, State Secretary Simunovic expressed welcome to Albanian delegation and said that Albania was an important partner of the Republic of Croatia in the international defence cooperation and expressed the hope that this cooperation would be intensified even more now that Croatia and Albania have become full-fledged members of NATO. State secretary also introduced the Defence Inspector General with processes and reforms implemented in the armed forces during the past year, in accordance with the strategic documents.
Defence Inspector General of the Albanian Armed Forces Suzana Jahollari expressed her satisfaction with the Croatia’s NATO membership, highlighting that the admission of two countries was important for the whole region.
At the meeting, the talks were also about the guidelines for further cooperation between the ministries of the two countries in the area of bilateral cooperation.
Along with the State Secretary Simunovic, the meeting was attended by the Defence Inspector General of the CAF Lieutenant General Marijan Marekovic, and Assistant Chief Inspector for the military defence sector, Brigadier General Ivan Beneta.

Griechische Minderheit in Albanien: Vom Störfaktor zum Wegbereiter

Zu den 3,1 Millionen Einwohnern Albaniens zählen auch 150.000 Griechen. Sie stellen die größte ethnische Minderheit und leben vor allem im Süden des Landes. Ein DW-Reporter hat die Region bereist und sich dort umgehört.

 

Im Dienstwagen des albanischen Arbeitsministers hört der albanische Fahrer griechische Musik. Der Minister heißt Kostas Barkas. Er ist griechischer Abstammung und kommt aus der „Partei für die Union der Menschenrechte", die in der Koalition unter Premier Sali Berisha mitregiert. Das ist ein Zeichen für die Umwandlung Berishas vom Saulus zum Paulus. In seiner ersten Regierungsperiode war er ein entschiedener Gegner der griechischen Minderheit. Heute ist er ihr größter Gönner.

Theorie und Praxis

Der Schutz der Minderheiten in Albanien ist heutzutage unumstritten; zumindest theoretisch. In der Realität sehe es anders aus, meint der Vorsitzende der „Partei für die Union der Menschenrechte", Vangelis Doules: "Es gibt eine unüberbrückbare Kluft zwischen dem Gesetz auf dem Papier einerseits und der Praxis im Alltag. Viele Aspekte der internationalen Konventionen werden nicht respektiert. Dafür gibt es zwei Hauptgründe: es fehlen die Mechanismen des Staates für die Umsetzung der Gesetze einerseits und andererseits fehlt sehr oft auch der politische Wille."

Kritik an Geschichtsbüchern

Das zeigen die Schulbücher für Geschichte und Heimatkunde. Der Vize-Direktor der Pädagogischen Akademie in Gjrokastra, Dimitris Kikis, bemängelt, dass diese Bücher das Bild Großalbaniens vom Kosovo bis Skopje und Nordgriechenland präsentieren. Solche Bücher gehören der Vergangenheit und nicht der Zukunft an, prangert der Journalist Orfeas Mpetsis an: „Sowohl in der EU als auch bei der UNESCO gibt es einen gemeinsamen Geist, was die Überwindung des nationalen Hasses in den Schulbüchern betrifft. Gegen diesen Geist verstoßen diese Bücher. Es ist eine doppelte Provokation, wenn diese Schulbücher auch für die griechische Minderheit übersetzt und in den Schulen benutzt werden.“ Diese Bücher unterminierten auch das freundschaftliche Verhältnis zu Griechenland, mit dem Albanien in der NATO und der EU zusammenarbeiten wolle. „Das ist kein geeigneter Lehrstoff für die Generation, die mit den Griechen in der europäischen Familie zusammenleben wird", gibt Mpetsis zu bedenken.

Fortschritt in Bildung und Politik

Seit letzten September gibt es im südalbanischen Himara eine griechische Schule, die erste seit 50 Jahren. Es ist eine Privatschule mit Modellcharakter. In mehreren Städten sollen weitere folgen. Auch für Kinder von Albanern, die nach Griechenland emigriert sind, eine attraktive Alternative. Im Süden des Landes ist die politische Organisation OMONOIA eine dominierende Kraft. Sie hatte bei den letzten Parlamentswahlen gut abgeschnitten und deshalb konnte sie den Präfekten von Gjrokastra und Tepelena stellen. So wurde Spyros Xeras der erste Grieche auf diesem Posten. Er scheut sich nicht, die Probleme der griechischen Minderheit offen anzusprechen. „Die Eigentumsfrage ist noch ungeklärt. Unsere Leute müssen vor Gericht gehen. Und wie Sie wissen, funktionieren die Gerichte, die Staatsanwaltschaften und die ganze Justiz nicht besonders gut. Das ist ein großes Problem für die gesamte albanische Gesellschaft und ein noch größeres Problem für die griechische Minderheit." Darunter leidet besonders die orthodoxe Kirche, die ihr Eigentum einklagt. Nun haben die staatlichen Behörden die Aufgabe, diesen letzten Störfaktor in der Beziehung zu der orthodoxen Kirche zu beseitigen.

Interesse an Informationen in Griechisch

Wer heute durch die Dörfer der griechischen Minderheit im Süden Albaniens fährt, sieht oft Ortstafel in zwei Sprachen - als Manifestierung des politischen Willens für die Zweisprachigkeit, selbst wenn Ortstafeln beschädigt werden. Die Griechen, die in Albanien leben, haben Zugang zu Informationen auch in ihrer Muttersprache. Eine Reihe von Zeitungen erscheint auf Griechisch - etwa die „Tachydromos" (Der Briefträger) oder die zweisprachige Zeitung "to Orama" (Die Vision). Das staatliche Fernsehen bietet im Raum Gjirokastra eine halbstündige Sendung in griechischer Sprache. Das Angebot müsse erweitert werden, das Interesse sei groß, sagt die Journalistin Elena Kaloudi. Die griechische Minderheit lebe zusammen mit den Albanern und nicht parallel zu ihnen, unterstreicht Vangelis Doules, dessen Partei eine entscheidende Rolle auf dem Weg Albaniens in die EU spielen soll: "Wir kämpfen in der erste Reihe für die Europäisierung des Landes und die Aufnahme in die euro-atlantischen Strukturen. Aus ganz praktischen Gründen: nur wenn unser Land die europäischen Prinzipien erfüllt, werden auch die Minderheitsrechte garantiert. Die griechische Minderheit hat immer für Fortschritt und Entwicklung gekämpft."

Bald werden sie auch dafür belohnt. Nach einer Vereinbarung zwischen den Regierungen in Athen und Tirana können demnächst die in Albanien lebenden Griechen auch die griechische Staatsangehörigkeit erwerben.....

Greek Consular Service in Albania do not know the nationality certificates

Albanian President: Kosovo and Albania together in the EU


President of Albania, Bamir Topi stated that Kosovo and Albania together will be part of the European Union in the near future and that together with his Kosovo counterpart expressed willingness to establish a common work agenda.

In a joint press conference with Kosovo President Behgjet Pacolli, Topi stressed that both countries together will make it possible to create a new reputation and so Kosovo will be recognized by more states.

On his part, Kosovo President, Behgjet Pacolli stressed that his visit comes at a moment when Kosovo emerged from a difficult institutional vacuum.
Pacolli said that by cooperating, both states will be stronger, and stressed that should start the economic cooperation in order to set up a common market.

If You’re Thinking of Living in Albania … Bring Bribe Money

Transparency International, a Berlin-based corruption watchdog group, has released its 4th annual “Global Corruption Barometer” survey (a full PDF is available here) — essentially a global opinion poll of local populations aimed at gauging how exposed their lives are to an entrenched culture of official graft.
As one might expect, one of the principal impediments to development around the world is corruption.
“When basic services like electricity are denied to the poor because they cannot afford a small bribe,” said Hugette Labelle, Chair of the group, in the opening of the report, “there is no light in the home, no warmth for the children and no escape for the government from its responsibility to take action.”
The survey comes at the question from a variety of angles, but on this simple question — “In the last 12 months, have you or anyone living in your household paid a bribe in any form? — Africa tops the list regionally, with 36 percent of those surveyed answering “yes.” Moroccans, specifically, had the highest score — 60 percent saying they had paid bribes. Cameroon was not far behind, at 57 percent.
Asia and the Pacific looked comparatively better, with Indonesia delivering the worst score: 18 percent of respondents said they’d paid some sort of bribe. Meanwhile, perhaps undermining the charges of Fijian military commander Frank Bainimarama, who accused the country’s prime minister of widespread corruption before staging a coup earlier this week, the island nation had the second lowest corruption score in the region, with only three percent of the population reporting shady dealings — the same as in Canada.
But the biggest winner, or, loser, was not in Africa or Asia or Latin America. It was in Europe — Albania — where 66 percent of respondents said they have to pay out to officials to get things done. Elsewhere in Europe, the Czech Republic and Greece (both members of the European Union) and Romania (joining in January) all indicated that bribery was an established part of the system, with scores at or near 20 percent.
The United States? A squeaky clean two percent. And no, these things don’t count.

Has gone much deeper problem of corruption in Albania. Both major parties, accused each other that are grabbing property and old property owners, while the country is in the way to join the European perspective.


Charges are made for a long time not only from international institutions but also by the European Union, in which the process of property in Albania, is becoming a dangerous match between tow gladiator political concurrent, from both sides of politics.


A bill, passed recently by the Albanian parliament for property and foreign investment, but it was contentious from the opposition, which considered the voting process as "

Athens has also recently expressed its dissatisfaction official to properties extortion and alienation of the Greeks, especially in southern Albania and the coast.
 
Kommentar: Alle Super Verbrecher im Balkan, oft von Deutschen Politiker aufgebaut, fuehlen sich als Ehrenmaenner, wie ja auch die Sache mit Darko Saric und der Hypo Alpe Adria zeigt.
In Albanien sind alle Parteien in die Schweinereien verstrickt, wobei die Oppositions Partei SP, viel schlimmer ist, weil man alle Gesetze dort aushebelte und den kompletten Justiz und Polizei Apparat an die Mafia verkaufte.

Yassin Kadi, der Bin Laden Financier und die Albaner UCK - KLA Terroristen

Albania pledged to increase its contribution of troops to Afghanistan, froze bank accounts related to money laundering and terrorist financing, and aggressively worked with the United States and other countries to combat terrorism. Albania made progress in identifying vulnerabilities at land and sea borders, but the government and police forces continued to face challenges to enforce border security fully and to combat organized crime and corruption.

On January 14, 2008, the criminal trial began against Hamzeh Abu Rayyan, the suspected administrator for UNSCR 1267 Committee-designated terrorist financier Yassin al-Kadi, who is charged with hiding funds used to finance terrorism. This marked the first-ever criminal terrorist finance-related trial in Albania. The trial continued throughout 2009. A civil suit filed by al-Kadi to release his assets from seizure was dismissed and refiled several times. It was later reviewed by higher courts on matters of jurisdiction and statute of limitations. After being dismissed in June, it was filed again and is now pending trial in Tirana District Court. In addition, al-Kadi’s company, Loxhall, filed a lawsuit in April. It aimed to annul the Council of Ministers’ decision, as well as the two orders of the Ministry of Finance related to the administration of seized terrorism assets. This lawsuit was rejected in October, and is now pending appeal.

On October 12, a local imam, Artan Kristo, was arrested in Durrës. Kristo, also known as Muhamed Abdullah, was accused of “publicly inciting and propagating terrorist acts” for allegedly calling for jihad in the AlbSelafi.net online forum. Previously, Kristo was named as a suspect in the murder of the Secretary General of the Albanian Muslim Community, Salih Tivari, in January of 2003. The Durrës court decided to detain Kristo pending trial.

As of October, the Ministry of Finance stated it maintained asset freezes against six individuals and 14 foundations and companies on the UNSCR 1267 list. No new assets were frozen this year under Albania’s Terrorist Financing Freeze law. Despite this, the effectiveness of the government’s counterterrorist financing effort was undermined by a lack of data-processing infrastructure and an inadequate capability to track and manage cases properly. ........

Saleh is believed to be associated with Yasin al Qadi, a Saudi businessman. Abdul Latif Saleh, who holds Jordanian and Albanian citizenship, left Albania three years ago. He was placed on a UN sanctions list in September. He is also being investigated for alleged money-laundering for al-Qaida. 23.09.2005 Rund 12′000 Ausländer sollen während der letzten 13 Jahre die albanische Staatsbürgerschaft erhalten haben. Einer von ihnen wird als Al-Qaida-Mann verdächtigt.Immer wieder wurde darüber spekuliert, wie aktiv fundamentalistische Islamisten wie die Al-Qaida-Organisation in Albanien waren. Das US Treasury Department hatte diese Woche einen jordanisch-albanischen Doppelbürger der Zusammenarbeit mit Osama bin Laden bezichtigt. Dies ist ein weiterer Hinweis auf fundamentalistische Machenschaften in Südosteuropa.Der Araber Abdul Latif Saleh, der in den 1990ern in Albanien aktiv war, soll gemäss der amerikanischen Regierung von bin Laden 600′000 US$ erhalten haben, um im Balkanland fundamentalistische Gruppierungen aufzubauen. 1999 wurde er wegen Terrorismus-Verdachts des Landes verwiesen, hat aber noch immer die albanische Staatsbürgerschaft.Die oppositionelle Sozialistische Partei verlangt jetzt eine Untersuchung, die klärt, unter welchen Umständen 12′000 Ausländer seit 1992 albanische Pässe erhalten haben. Mit der albanischen Staatsbürgerschaft sollen insbesondere Kosovo-Albaner begünstigt worden sein. Aber auch diverse Araber seien darunter.(div)

Die Flucht der Albaner 1991 nach Europa

Bereits 1990 gab es erste Flüchtlinge und zwar kamen diese mit einem Torpedo Boot vom Marine Stützpunkt Sarande.

Als dann Alles in Ablanien zusammenbrach, kam es zu einer Massenflucht, weil die Nord Albaner vor allem nach Durres flüchteten und dort Alles zusammen stahlen um nur auf ein Schiff zu kommen. Viele ertranken, weil sie u.a. von Albanien nach Korfu und Italien schwimmen wollten.
