Rumänien: Ex-Agrarminister Ioan Muresan zu sieben Jahren Haft verurteilt

Ioan Muresan, Rumäniens Agrarminister von 1997 bis 2000, ist am Mittwoch vom Obersten Kassations- und Gerichtshof zu sieben Jahren Haft verurteilt worden. Muresan war von den Antikorruptionsstaatsanwälten der Großkorruption bzw. der schweren Veruntreuung sowie Bestechung in kontinuierlicher Form angeklagt worden. Gegen das Urteil kann Muresan binnen 10 Tagen bei einem aus 5 Richtern des Obersten Gerichtshofes bestehenden Gremium in Berufung gehen.



Die Antikorruptionsstaatsanwaltschaft DNA hatte gegen Muresan bereits im Dezember 2003 Anklage erhoben, allerdings folgten daraufhin jahrelange verfahrenstechnische Hindernisse:

So etwa sorgte eine Änderung der Gesetzes betreffend die Ministerialverwaltung dafür, dass die Antikorruptionsstaatsanwaltschaft nun plötzlich nicht mehr befugt war, gegen Regierungs- und Parlamentsmitglieder zu ermitteln. Erst nachdem das Verfassungsgericht im Jahr 2008 die Immunität, sprich Narrenfreiheit, der hohen Würderträger einigermaßen zurechtstutzte, konnte das Gerichtsverfahren gegen Muresan wieder aufgenommen werden.



Muresan sorgte auch im Jahr 2007 für Aufruhr, als er seinem liberalen Amtsnachfolger Decebal Traian Remes einen Briefumschlag mit 15.000 Euro Bestechungsgeld überreichte, die ein heimischer Geschäftsmann und Bekannter Muresans hatte springen lassen, damit Agrarminister Remes ihm Aufträge zuschanze. Der ehemalige sowie der amtierende Landwirtschaftsminister hatten allerdings das Pech, während der trauten Bestechungsszene von den Antikorruptionsstaatsanwälten gefilmt worden zu sein – das öffentliche Fernsehen brachte den Mitschnitt wenige Tage später. Remes, der bis dahin seinen Rücktritt verweigert hatte, musste schließlich seinen Hut nehmen.

Romania to Sell Stakes in Major Energy Companies

According to a draft executive decision, Romania plans to sell a 15 per cent stake in three key energy and gas companies: Transelectrica, Transgaz and Romgaz. "We are committed to selling the stake in the main local utilities. The brokers that will manage the public offerings for the three companies will be selected at auction. The authorities will set up two committees to coordinate and monitor the sales and a third committee to unfold a secondary public offering for Romgaz, which is not listed on the Bucharest bourse," the document said.
Analysts at Wood & Co. estimated the state could raise some 290-370 million euros from the sales. The cash-strapped Romanian government previously said it intends to use privatisation money solely to fund infrastructure projects.

IMF Begins Review Mission in Romania

An International Monetary Fund team on Monday started talks with Romanian authorities over drastic action to cut back public spending following a €20 billion bailout package signed last spring. The mission comes four weeks after an austerity plan, including cuts to the workforce and a 25 per cent slash in public sector wages, became effective.
The government had also planned to cut pensions by 15 per cent, but the Constitutional Court ruled the measure anti-constitutional, forcing authorities to raise the VAT tax on goods and services instead.
"We are confident that Romania will comply with all requirements and a new installment of help from the IMF and European Union will be disbursed soon," said Finance Minister Sebastian Vladescu.
Following the IMF review, Romania should receive the sixth disbursement of its loan, worth €900 million.

EC Report Blasts Romania, Praises Bulgaria on Justice Reforms

Romania and Bulgaria joined the EU in 2007

Romania must improve its fight against corruption and reform its legal system, says a European Commission monitoring report released on Tuesday. Meanwhile, Bulgaria has been praised for its reforms and fight against organised crime and corruption in its progress report.
The reports are the fourth annual assessments produced by the Commission under the so-called Co-operation and Verification Mechanism (CVM). Both Bulgaria and Romania joined the European Union in 2007, but their justice and home affairs were not deemed up to European standards, so the two countries have been regularly assessed and given recommendations for reforms and changes since their accession.
The 2010 report on Romania stresses the lack of a committment to fight corruption and the curbing of the powers of National Integrity Agency (ANI), a key anti-graft body, as problem areas.
The commission calls "a serious step back" Romanian legal amendments which take powers away from ANI. “The new law on ANI represents a significant step back in the fight against corruption and breaches commitments Romania has taken upon
accession. On 19 July, the Constitutional Court ruled that the revised version of the law is unconstitutional.  This provides an opportunity to adopt a new law in conformity with Romania's obligations," the report added............................

Jetzt wollte Gigi Becali Immunität als Europa Abgeordneter Immunität durch ein Europa Parlament Mandat, was er auch tatsächlich gewann. Im EU Parlament tummeln sich so etliche zwielichtige Gestalten (deren Geldquellen unbekannt sind, bzw. gut bekannt) auch aus der Türkei mit SPD Parteibuch und Deutschen Pass holten.


Becalli konnte natürlich eine Sitz im Europa Parlament gewinnen um Immunität zu haben. Nachträglich kann er nun seinen Sitz nicht wahrnehmen, weil Ermittlungen laufen.

Nun will er klagen, das er sein Mandat wahrnehmen kann.


Romanian Barred from Euro Parliament

Though he won a seat in Sunday's elections in Romania to the European Parliament, lawmaker Gigi Becali has been barred from taking his seat in Brussels as he faces a police inquiry.



Becali is accused of attacking and kidnapping thieves who stole his car and judges today upheld a travel ban imposed on him while the case remains under investigation, news agencies reported.

According to the BBC, Becali, a former shepherd-turned-politician known for his outspokenness, said he would not acknowledge the ban and would take up his seat in Brussels regardless.

Becali is the owner of Romania's biggest football club, Steaua Bucharest.

Bulgarian crime boss becomes political candidate

SOFIA, Bulgaria -- The Central Electoral Bureau registered Plamen Galev, believed to be running an organised crime network in southwestern Bulgaria, as candidate in Kyustendil's single-seat constituency Wednesday (June 10th). Earlier in the day, the prosecutor's office officially pressed charges against Galev and his partner, Angel Hristov, for racketeering, blackmail and assault. However, electoral legislation doesn't bar those facing criminal charges from running in national elections.
