Nisi privatizimi i Trepçës
Gjykata Supreme e Kosovës, pas një kohe të gjatë në moratorium, i ka dhënë izën Agjencisë Kosovare të Privatizimit për shitjen e ngadalshme të gjigantit metalurgjik Trepça. Privatizimi do të fillojë me shtatë ndërmarrje të saj, duke kaluar më vonë në qendër të Stantërgut. Me këtë fillon edhe zyrtarisht privatizimi i Trepçës. Express i ka mësuar emrat e kompanive që sipas AKP’së privatizohen sivjet.

Die Privatisierung von Trepca beginnt

Das „Oberste Gericht“ Kosovos", erteilte die Erlaubnis Trepca zu privatisieren.Die „Agentur für Privatisierung“ ( AKP) soll das ehemalige Kombinat, nach der Auflage des Gerichts, langsam verscheuern. Laut der Zeitung „Express“ beinhaltet die Privatisierung 7 Unternehmen des ehemaligen Kombinats Trepca. Im Mittelpunkt der Privatisierung steht die Mine von Staritërg. Dazu kommen die Fabriken "FBI" aus Peja, aus Gjilan „FBNiCd“, aus Prizren „Famipa“, aus Gjakovë ,die „Metallfabrik“, aus Podujevë
„FAPOL“, aus Skenderaj, die ehemalige „Munitionsfabrik und Lackfabrik“ und in Vushtrri die Firma „Extra“. Gegenüber der Presse sagte der stellvertretende Leiter der AKP Mrika Tahiri: „ Wir werden mit der Privatisierung beginnen“ Tatsache ist jedoch in Kosova: Der Privatisierungsprozess kostete nach Gewerkschaftsangaben bereits 70.000 Arbeitsplätze. In dem Kombinat Trepca arbeiteten einst 29.000 Menschen. Die Förderung von Chrom,Nickel, Kupfer und Blei war in Trepca einst die Zweithöchste in Europa. Gegenwärtig dürfen nur knapp 1000 Minenarbeiter in Trepca auf Probe arbeiten. Das Durchschnittsalter beträgt 57 Jahre. Eine Ausbildung -von neuen Kräften durfte nicht stattfinden. Ergo das Kombinat wird billig verscherbelt, alle Minenarbeiter werden dadurch ihren Job verlieren. Nach Angaben der Investoren ist die Produktivität zu gering. Das Kombinat wird sicher zum Schleuderpreis verhökert werden. Kosova wird eine entscheidenden Teil seines natürlichen Reichtums verlieren. Es ist an der Zeit massiv Widerstand zu leisten.

Kosovo: The Battle For Trepča
Northern Kosovo has been an important mining area since Roman times. The strata there contain ore rich in lead, zinc and silver. In the early 20th Century, the British developed the region into the Trepča mining and metallurgy complex. The Nazis took over the north in WW II – they left the rest of Kosovo to the Italians – and Trepča produced most of the batteries for German tanks and U-Boats. Under Tito, Trepča became a huge conglomerate employing tens of thousands of workers and earning much of Yugoslavia's hard currency. Trepča is now divided along the Ibar between Kosovo Albanians and Serbs and the Quint seems determined to seize the northern part administered under UNMIK through forcing local Serb management to accept rule from Pristina.
In 1999, all Trepča assets in Kosovo came under UN administration. These included mines, factories and a wide range of industrial and non-industrial facilities. Due to disputes over ownership and claims from creditors, Trepča also entered bankruptcy protection under UNMIK. Until 2008, when Kosovo declared independence, Trepča operated as one enterprise with an international administrator and separate local management for the Serb- and Albanian-majority parts on each side of the Ibar River. In the north, Trepča existed both as the rump of the Serbian owned entity claiming all Trepča property and as “Trepča Enterprises Under UNMIK Administration.” After the UDI, the two parts drifted apart as Pristina chose a Kosovo Albanian to take the place of the international director and the northern Serbs refused to be managed as part of the independent Kosovo state. Trepča North continues to work legally under UNMIK administration in the form of the Kosovo Trust Agency (KTA). Trepča North pays Kosovo Customs and VAT and meets the requirements of working in Kosovo through UNMIK facilitation. It employs 3200 workers with funds earned from its mining and battery recycling activities; some 40% of northern Serbs derive at least part of their income from Trepča exports.
Trepča North management has been particularly pragmatic in working with Kosovo Albanians to do its business within the UNMIK legal framework, including accepting Kosovo Customs approval and fees for its exports. It has never been easy. But recently, Pristina has been throwing up roadblock after roadblock. It has begun refusing VAT reimbursements for taxes paid upon importing batteries for recycling when the lead/antimony alloy produced is re-exported. (The batter recycling center was partially funded by the EU and meets all EU standards). Trepča North is now owed some 1.5 million Euros. Non-reimbursement makes the recycling work unprofitable and has closed down the line.
