Bakim Kelani, spokeperson for the Kosovo Police Service, KPS, has announced that Serbian and Montenegrin nationals do not need a passport to enter Kosovo. In an interview on Tuesday with KiM radio, Kelani said that the travel document is required for others.

"The decision is that everyone needs a passport [to enter Kosovo], except citizens of Serbia and Montenegro, who can enter Kosovo without passports," the KiM radio quoted him as saying.

Last week the KPS spokesperson for the Gnjilane region, Ismet Hasani, told the local TV station in the town of Presevo that Serbian and Montenegrin nationals will need a passport to enter Kosovo as of 12 November and that a "special card will be given to Serbian citizens which will be used as a visa".

According to Fonet news agency, Kelani explained that the KPS does not stop Serbian and Montenegrin nationals at the border if they don't have passports, but they do inform them that the travel document is recommended.
